EVALUATIONOF PUMP ANDVALVEINSERVICE TESTING RELIEF REQUESTS FOR SUSQUEHANNA STEAM ELECTRIC STATION (SSES)

UNITS 1 AND 2 (TAC NOS. MA0340 AND MA0341)

Dear Mr. Byram:

On July 17, 1997, the NRC staff issued a safety evaluation which, in part, requested that PP&L, Inc. (the licensee) revise and resubmit two relief requests for the SSES, Units 1 and 2, Inservice Testing Program.

These were Relief Request Nos. 15 and 24, which requested relief from certain American Society of Mechanical Engineering (ASME) Code Inservice Testing requirements for testing of the Emergency Condenser Water Circulating Water Pumps, and Core Spray Keepfill Check Valves, respectively.

By letter dated November 14, 1997, the licensee submitted the revised relief requests.

In response to an NRC staff Request for Additional Information, dated July 8, 1998, and subsequent to a telephone conference call with the NRC staff on October 26, 1998, PP&L, Inc., reevaluated the need for Relief Request No.

15 and determined that it is not required.

By letter dated November 17, 1998, the licensee formally withdrew Relief Request No. 15.

The enclosed safety evaluation provides the results of the staff's review for Relief Request No. 24. The staff finds the alternative proposal by PP&L, Inc., authorized pursuant to 10 CFR 50.55a(a)(3)(ii) on the basis that compliance with the specified requirements of the ASME Code would result in hardship or unusual difficultywithout a compensating increase in the level of quality and safety.
