Dear Mr. Byram:

In your letter dated January 29, 1999, you requested that the federally-observed full-participation exercise for the Susquehanna Steam Electric Station (SSES), Units 1 and 2, be rescheduled from the week of November 15, 1999, to the week of October 31, 2000. You cited several reasons for this exemption request, including the Federal Emergency Management Agency and the Nuclear Regulatory Commission schedules or conflicts, and other emergency preparedness (EP) activities scheduled during this period. On the basis of a review, our staff has indicated a need for additional information to complete our evaluation.

Namely, we request that you describe, in detail, the compensating measures that you are planning in order to maintain your level of EP over the period of time requested by the exemption (i.e. over the third year).

In an April22, 1999, conference call with your staff (W. Williams, et al.), we discussed this request for information and obtained agreement that PP&L, Inc. would provide the additional information requested within 30 days from receipt of this letter.
