SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND2-REQUEST FOR APPROVAL OF A REVISION TO RADIOLOGICALEFFLUENT EMERGENCY ACTION LEVELS (TAC NOS. MA5884 AND MA5885)
Dear Mr. Byram:
We have completed our review of your letter dated June 11, 1999, proposing a change to the radiological effluent emergency action levels (EALs) for the Susquehanna Steam Electric Station, Units 1 and 2. You propose to change the EALfor gaseous effluents to be consistent with the guidance in NUMARC/NESP-007 (Revision 2), "Methodology for Development of Emergency Action Levels."
However, you will maintain the existing liquid radiological effluent EALwhich is consistent with the guidance of NUREG-0654/FEMA-REP-1, (Revision 1),
"Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants."
The staff found the changes consistent with applicable guidance and therefore approves of the proposed changes.
The EALs as revised continue to meet the requirements of 10 CFR 50.47 (b)(4) and Appendix E to 10 CFR Part 50. We understand that these changes were discussed and agreed upon with the appropriate offsite governmental authorities.
The proposed changes do not decrease the effectiveness of the emergency plan. Therefore, you may implement the proposed changes to the EALs. The basis for our conclusion is summarized in the enclosed safety evaluation.
