NRC SPECIAL INSPECTION REPORT 50-387/99-02, 50-388/99-02;

Dear Mr. Byram:

On January 29, 1999, the NRC completed an inspection at your Susquehanna

Steam Electric

Station (SSES) Unit 1& 2 reactor facilities. The inspection covered a review of your corrective

action program and the actions you took in response to NRC Generic Letter 96-01 regarding the

testing of safety related logic. The enclosed report presents the results of that inspection.

The

inspectors discussed the findings of this inspection with Mr. R. Saunders,

Vice President

Nuclear Operations, Mr. G. Kuczynski, General Manager SSES, and others of your staff, at an

exit meeting conducted on February 19, 1999.

Overall, we found that your response to Generic Letter 96-01 adequately addressed

the issues

raised regarding safety related logic system functional testing. We concluded the surveillance

test procedures met the requirements of the Generic Letter, and you had appropriate controls for

ensuring that surveillance test procedures were properly revised based on plant modifications.

During our review of your corrective action program we noted that adverse conditions are

promptly identified, and that initial reviews, operability determinations, assessments

of

significance, and root cause assessments

were well controlled. We also found the process to

be widely accepted for use.

However, we noted some lack in accountability in the

implementation of corrective actions.

Corrective action implementation dates do not correlate

with the assigned significance level and responsible managers may change action due dates

during the course of implementation.

It appears the minimal administrative control over the

corrective action implementation portion of the process contributes to the corrective action

timeliness issues and a high process backlog.

This matter was discussed at the exit meeting, at

which time members of your staff discussed efforts which were being implemented or under

consideration to improve performance in this area.
