NRC INSPECTION REPORT 50-387/99-05 and 50-388/99-05

Dear Mr. Byram:

On June 7, 1999, the NRC completed an inspection at your Susquehanna

Steam Electric

Station (SSES) Unit 18 2 reactor facilities. The inspection covered routine activities by the

resident inspectors and an announced review of your year 2000 computer software verification

activities, by a regional inspector.

The enclosed report presents the results of these inspections.

The inspectors discussed the findings of these inspections with Mr. G. Kuczynski, General

Manager SSES, and others ofyour staff, at an exit meeting at the completion of the inspection

pe nod.

Overall, your staff safely operated the facilityduring this period.

However, the NRC has

determined that three Severity Level IVviolations of NRC requirements occurred.

These

violations are being treated as Non-Cited Violations (NCVs), consistent with Appendix C ofthe

Enforcement Policy. These NCVs are described in the subject inspection report and involve use

of an invalid indication for a primary containment isolation valve, improper maintenance on the

"B"emergency diesel generator, and improper installation of all Unit 1 and 2 safety relief valve

acoustic monitors. We noted that these three violations occurred, in part, because of

performance errors by members ofyour staff. Ifyou contest the violations or severity level of

these NCVs, you should provide a response within 30 days ofthe date ofthis inspection report,

with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control

Desk, Washington DC 20555-0001, with copies to the Regional Administrator, Region I, and the

Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,

DC 20555-0001 and the NRC Resident Inspector at the Susquehanna

Steam Electric Station.
