NRC INTEGRATED INSPECTION REPORT 50-387/98-11,50-388/98-11

Dear Mr. Byram:

On November 23, 1998, the NRC completed an inspection at your Susquehanna

Steam

Electric Station (SSES) Unit 15 2 reactor facilities. The inspections covered routine

activities by the resident inspectors and an announced inspection by a Region

I Radiation

Specialist.

The enclosed report presents the results of these inspections.

The inspectors

discussed the findings of these inspections with Mr. G. KQczynski, General Manager SSES,

and others of your staff, at an exit meeting at the completion of the inspection period.

During the 6;week period of inspection, your conduct of activities was characterized

by

safe operation and generally conservative decision making.

In particular, we noted your

staff was proactive following the Residual Heat Removal Service Water pump shaft failure

and aggressively resolved a potential pump shaft common cause failure. However, we also

noted minor equipment problems in which previous corrective actions have not been fully

effective.

The inspectors reviewed the adequacy and implementation of the radiological controls

program including the access control program, external and internal exposure controls,

radioactive material and contamination controls and the As-Low-As-Reasonably-Achievable

(ALARA)program.

Also reviewed were selected program changes

and your self-

'dentification

and corrective action processes

in the area of radiation protection.

Your

program performance in these areas was found to be effective.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter

and its enclosures willbe placed in the NRC Public Document Room (PDR).
