EVALUATIONOF FIRST CONTAINMENTINSPECTION INTERVALIWE/IWL PROGRAM REQUESTS FOR RELIEF AT SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 (TAC NOS. MA2481, MA2482, MA2483, MA2484, MA2485, MA2486, MA2487 AND MA2488)
Dear Mr. Byram:
By letters dated August 4, 1998, (4 letters) PP8L', Inc., submitted requests for relief Nos.
RR-14, RR-15, RR-16, and RR-17, seeking relief from certain requirements of Section XI of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (the Code), for Susquehanna Steam Electric Station, Units 1 and 2. As described in the enclosed Safety Evaluation, the Nuclear Regulatory Commission staff has authorized the alternatives in Relief Request Nos. RR-14, RR-15, and RR-16 for the first 10-year primary containment inservice inspection program interval pursuant to 10 CFR 50.55a(a)(3)(ii) based on a determination that compliance with the Code requirements would result in hardship or unusual difficultywithout a compensating increase in the level of quality and safety.
However, as noted in the staff's safety evaluation for Relief,Request No. RR-17, the staff found that the relief request is'technically inadequate to support your request.
Therefore, relief request No. RR-17 is denied.
