NRC INTEGRATED INSPECTION REPORT 50-387/99-03 and 50-388/99-03

Dear Mr. Byram:

On March 15, 1999, the NRC completed an inspection at your Susquehanna

Steam Electric

Station (SSES) Unit 18 2 reactor facilities. The inspections covered routine activities by the

resident inspectors a'nd an announced inspection of the independent spent fuel storage facility

by a Region I inspector.

The enclosed report presents the results ofthese inspections.

The

inspectors discussed the findings ofthese inspections with Mr. R. Saunders, Vice President

Nuclear Operations, Mr. G. Kuczynski, General Manager SSES, and others of your staff, at an

exit meeting at the completion of the inspection period.

During the 6-week period of inspection, your staff's conduct of activities was characterized by

safe operation.

We willcontinue to evaluate your staff's response to the unexpected failure of

the Unit 1 "B" residual heat removal injection valve.

Based on the results ofthis inspection, the NRC has determined that 2 violations of NRC

requirements occurred.

These violations are being treated as Non-Cited Violations (NCVs),

consistent with Appendix C of the Enforcement Policy. These NCVs are described in the

subject inspection report and involve core spray system surveillance tests and radiation

monitors on the residual heat removal service water system.

Ifyou contest the violations or

severity level ofthese NCVs, you should provide a response within 30 days of the date of this

inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington DC 20555-0001, with copies to the Regional

Administrator, Region I, and the Director, Office of Enforcement, United States Nuclear

Regulatory Commission, Washington, DC 20555-0001.
