Dear Mr. Byram:

By your application dated March 29, 1999, and affidavit dated March 29, 1999, executed by Janice M. Reese, you submitted, "Decommissioning Report For Unit 1 and Unit 2 of the Susquehanna Steam Electric Station," and requested that it be withheld from public disclosure pursuant to and in accordance with Title 10 of the Code of Federal

~Re ulations (10 CFR)

Section 2.790. The non-proprietary version was submitted for placement in the Nuclear Regulatory Commission (NRC) public document room.

The affidavit stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1.

The PP&L Decommissioning Report contains confidential financial and commercial information that should be withheld under 10 CFR 2.790(a).

2.

This information has been held in confidence by PP8L. To the extent that PP&L has shared this information with others, it has done so on a confidential basis.

3.

There is a rational basis for holding this information in confidence.

The PPBL Decommissioning Report contains financial and other commercially sensitive informatio'n which requires protection in connection with PP&L's commercial position in the competitive electric utilityindustry.

4.

This information is customarily held in confidence by PP&L in order to protect its competitive position in the marketplace.

5.

This information is being transmitted and received in confidence.

It is not available from public sources and could not be gathered readily from other publicly available information.

6.

Public disclosure of this information would cause substantial harm to the competitive position of PP&L, because such information could be used by others to harm it and thereby gain a competitive advantage over it.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of your statements determined that the submitted information sought to be withheld contains proprietary commercial information and should be withheld from public disclosure.

Withholding information from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.

Ifthe need arises, we may send copies of the information to our consultants working in this area.

We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
