Docket No. 50-206 Supplement to Amendment Application No. 185 San Onofre Nuclear Generating Station Unit 1 By letter dated July 3, 1990, SCE submitted Amendment Application No. 185 consisting of Proposed Change No. 227 (PCN 227).

PCN 227 is a request to revise the Auxiliary Feedwater System (AFWS) minimum flow rates identified in the Basis of Technical Specification 3.4.3. The purpose of this supplement is to:

1) delete the request for a one time exemption from the technical specification operability requirements for the AFWS, allowing entry into MODE 1 for AFWS startup testing; 2) expand the description of startup testing to be performed on the AFWS; and 3) make an editorial change to the Applicability section of Technical Specification page 3.4.3.

In PCN 227 we requested a one time exemption from the operability requirements of the AFWS in the technical specifications. This exemption was requested to allow entry into MODE 1 for startup flow testing without declaring the AFWS operable in accordance with the technical specification operability requirements. This was based on our conservative interpretation that the MODE 1 flow test needed to be completed prior to declaring the AFWS operable.

In a discussion with J. Tatum, the NRC Project Manager, we agreed to declare the AFWS operable upon completing the technical specification surveillance testing in MODE 3. Consequently, the one time exemption would not be required to enter MODE 1. Therefore, we are deleting the request for the one time exemption to allow testing in MODE 1.

In order to provide the NRC with more details on the startup testing to be performed, the description of testing is being expanded in this supplement.

The startup testing to be performed in MODES 5 and 1 will demonstrate the overall system response to the new flow resistance and verify the AFWS will meet the minimum and maximum flow requirements.

Amendment Application No. 185 submitted July 3, 1990 incorrectly refers to the motor driven pumps only, in the Applicability section of Technical Specification page 3.4.3. The actual wording of the Applicability section should be as issued in NRC Amendment 125, dated April 29, 1989.

This supplement to PCN 227 returns the page to the original intent by deleting the 9008300036 900822 PDR ADOCK 05000206 A
