Docket No. 50-206 Proposed Amendment Concerning Emergency Diesel Generators San Onofre Nuclear Generating Station Unit 1 This letter revises our previous schedule for submitting a proposed license amendment concerning the San Onofre Unit 1 emergency diesel generators.
The proposed amendment will modify the requirement to inspect the diesel engine crankshafts once the engine has experienced 50 start-stops since the previous inspection. This requirement is currently stated in License Condition 3.L, titled "Diesel Generators."
The proposed amendment will increase this limit and incorporate it in Section 4.4 of the Technical Specifications (TS's).
By a letter dated February 21, 1990, we informed you that this proposed amendment would be submitted in August 1990. We are now rescheduling this date, for the reasons explained below.
On June 5, 1990, we submitted Amendment Application No. 183 which deletes License Condition 3.L and transfers its requirements to TS's 3.7 and 4.4.
This amendment application is expected to be approved and issued by October 1, 1990.
By submitting the proposed amendment application some time after the issuance of Amendment Application No. 183, we will be able to use the updated version of TS 4.4 as our base document for the additional revision, namely for the increase in the start-stops limit. If we choose to submit the proposed amendment application at this time, we must use License Condition 3.L as our base document and submit a supplemental amendment after License Condition 3.L has been deleted. This supplemental amendment would be to show the start stops limit being as part of TS 4.4. It can be seen that the first option is more straightforward and therefore preferable.

Document Control Desk August 30, 1990 A schedular extension as described above will have no impact on plant safety or operations. The current limit of 50 engine start-stops is conservative and will remain in the license until the new limit is approved and issued by the NRC.
Based on the above considerations, we expect to submit the proposed amendment application by December 15, 1990.
