Availability of Program Description, August 3, 1990 The purpose of this letter is to notify the NRC that the program descriptions required by Generic Letter 89-13:

"Service Water System Problems Affecting Safety-Related Equipment" and by Generic Letter 89-10: "Safety-Related Motor Operated Valve Testing and Surveillance" are available for NRC review at San Onofre. Supplements 1 and 2 to Generic Letter 89-10 were issued in June and August of 1990, respectively. Southern California Edison is reevaluating our Generic Letter 89-10 program in response to these supplements, and a revised program document will be available for NRC review by January 1, 1991, consistent with the schedule requested by reference 2.

In our January 11, 1990 response to Generic Letter 89-10, we committed to perform a test at design basis conditions on at least one of each "like-kind" MOV. However, in light of NRC clarifications, we are increasing the scope of our MOV design basis testing program beyond the commitments in our January 11, 1990, letter. Design basis in-situ testing will be performed on all safety related MOVs which are practical to test except for non-position changeable safety related MOVs.

-2 Extensive efforts are underway within the industry to develop an acceptable alternative to costly and time consuming testing of MOVs at design basis in-situ conditions. Revisions may be made to our program in the future to make use of the results of these industry efforts. The two-stage approach described in Generic Letter 89-10 Recommended Action f. will be used where in-situ design basis testing is not practical.

Design basis testing will not be performed on non-safety related MOVs.

However, we are performing static diagnostic testing on all MOVs, including non-safety related MOVs, as part of our preventive maintenance program.

MOV testing at Units 1, 2, and 3 associated with Generic Letter 89-10 will start approximately August 1991, during the Cycle 6 refueling outage at Unit

2. We intend to complete all of the Generic Letter 89-10 required activities within the schedule identified in the Generic Letter.
