SUMMARY

REGARDING POINT BEACH NUCLEAR PLANT PROPOSED POWER UPRATE On February 28, 2008, a teleconference was held between FPL Energy Point Beach (the licensee) and the Nuclear Regulatory Commission (NRC) staff. The purpose of the call was to discuss what will be included in the Point Beach Nuclear Plant Unit 1 and 2 power uprate, and possible issues that may need to be addressed to avoid delays during the power uprate review.

A draft of the teleconference summary was shared with the licensee to ensure that the summary accurately captured the discussion.

Alternate Source Term Amendment The Alternate Source Term (AST) amendment request is expected to be submitted by early October 2008, however, the current commitment is submittal by the end of the first quarter 2009. The amendment request will evaluate the radiological consequences of accidents at the uprated power level. The amendment request will address the control room habitability issue and include modifications to control room emergency ventilation system, shielding, and will make modifications to residual heat removal (RHR) and containment spray system to allow containment spray to piggy back off RHR during the recirculation phase. The licensee currently plans to make modifications under 10 CFR 50.59, but has not yet performed the 50.59 evaluation. Power uprate is contingent on AST approval. The power uprate will reference the AST amendment request. The NRC staff informed the licensee that because the power uprate amendment request relies on the AST amendment being approved, delays in the AST amendment would affect the schedule for the power uprate review. Also, the Advisory Committee on Reactor Safeguards (ACRS) may wish to have the AST evaluation results presented during its review of the extended power uprate (EPU).

Auxiliary Feedwater Pump Amendment The amendment request is currently under review. The licensee stated that the upgraded pumps are capable of supporting the power uprate.

National Fire Protection Association 805 Amendment The amendment request will be submitted at approximately the same time as the power uprate amendment request. The power uprate amendment request is being submitted using the current licensing basis (Appendix R). Power uprate does not need National Fire Protection Association (NFPA) 805 approval. However, modifications required for power uprate will need to be addressed in NFPA 805.

Quality Assurance Program Issues associated with the Quality Assurance program will be resolved prior to submittal of power uprate.

Grid Stability The licensee expects to have the grid analysis completed and included in the submittal.

Miscellaneous

  • The licensee should provide a markup of RS-001, Review Standard for Extended Power Uprates, matrices and template for their design basis.
  • The staff suggested the licensee look at precedents such as the Ginna power uprate application, Safety Evaluation and ACRS transcripts.
  • The staff suggested that the licensee address how the increased risk at the uprated power will be reduced through plant modifications, procedure changes, training etc.
  • The licensee should ensure that the application addresses a complete range of break sizes for the small-break loss-of-coolant accident (LOCA), or justify that sufficient margin exists with critical break size for fuel center line temperature.
  • The licensee should clearly identify up front anything in the power uprate that requires NRC approval.
  • The licensee should identify credit taken for containment overpressure and its affect on net positive suction head, and if there is any change to this credit for the EPU (e.g., for LOCA, anticipated transient without scram, station blackout, Appendix R events).
  • The licensee should discuss in the licensing report how the power will be increased in both the primary and secondary systems. For example, provide power equations for

both primary and secondary systems (e.g., increase in delta-T by increasing T-hot, and/or by lowering T-cold, increasing T-avg, increasing reactor coolant system flow rate, increasing secondary flowrate, increasing secondary steam pressure, and decreasing feedwater flow temperature).

  • The licensee should discuss maintenance of margins for both LOCA and non-LOCA events.
  • The licensee should address boron precipitation and long term cooling and any affect on operator actions and procedures.

Will the calculation reconstitution and design basis reconciliation project be completed before submitting the power uprate?

Calculation Reconstitution Project The calculation reconstitution project transferred 20 calculations to the power uprate team because these calculations need to be changed for the power uprate.

Limited Scope License Basis Reconciliation Project Estimated completion date is July 2010.

The power uprate team is in communication with both the calculation reconstitution project and the license basis reconciliation project to ensure that any issues identified by either project are addressed in the power uprate application.

Are any permits required by other regulatory agencies that could affect the NRC's review (e.g., the environmental review)?

Not discussed. Environmental information for the NRCs environmental assessment will be discussed at a future date.
