SUMMARY
ON THE MITIGATING SYSTEMS PERFORMANCE INDEX AND THE REACTOR OVERSIGHT PROCESS MONTHLY MEETING HELD ON AUGUST 17 AND 18, 2005 On August 17 and 18, 2005, a Mitigating Systems Performance Index (MSPI) and Reactor Oversight Process (ROP) public meeting was held at the One White Flint North Building, Room T-2B3 and O7B4, respectively. Attachment 1 contains the attendance list for the meeting. contains the agenda topics for the combined meeting.
During the August 17 MSPI meeting, meeting attendees discussed the staff response to the July 27, 2005 NEI letter regarding what is an acceptable level of PRA quality for MSPI. The staff proposed several changes to the industry position that was conveyed in a NEI letter dated July 27, 2005 and is working through the MSPI PRA Task Group to come to agreement on these changes. Additionally, the staff informed industry that starting in mid September 2005, and pending the availability and completeness of the MSPI basis documents, the regions will commence the MSPI PRA quality team reviews of the monitored systems that will include followup of MSPI component candidate outliers, as determined from studies ongoing by RES.
These reviews will be staggered and will continue through early November, 2005. The staff also reached agreement with industry on a process to resolve bonafide outliers. The outcome of this process will result in the impacted licensee substituting a penalty value in lieu of their MSPI risk coefficient for the component in question, if the staff and licensee are not in agreement when MSPI is implemented. Meeting attendees also discussed the status of industry's summary cross comparison study which is due to the staff by September 1, 2005, and a final MSPI guidance document revision from industry, due by the end of September, 2005. The next meeting of the MSPI Working Group will be September 21, 2005.

Participants also discussed the status of the reactor coolant system leakage performance indicator (PI) task force, and guidance changes for substantive cross-cutting issues. Meeting participants also discussed open and new frequently asked questions (FAQs).
