20240948 Enforcement Action: EA-24-049 On August 7, 2024, representatives of Duke Energy Carolinas, LLC (Duke Energy), Catawba Nuclear Station, met with U.S. Nuclear Regulatory Commission (NRC) personnel in the Region II office located in Atlanta, Georgia. Some NRC staff participated virtually via Microsoft Teams. The purpose of the regulatory conference was to discuss the apparent violation (AV) documented in NRC Inspection Report Number 05000414/2024090, dated June 24, 2024 (NRC's Agencywide Documents Access and Management System (ADAMS) Accession Number ML24166A010). The regulatory conference was held at the request of Duke Energy and was characterized as an NRC Observation public meeting. Public participation in the meeting was via teleconference and Microsoft Teams. The attendance list is provided as an enclosure to this summary.
NRC representatives described the intent of the meeting and summarized the preliminary White finding and associated AV. NRC staff also explained that no final decisions would be made during the meeting, and information provided during the meeting, and prior to the meeting, would be considered and assessed to make a final decision. NRC staff communicated their goal to complete an internal review, and communicate a final decision to Duke Energy and the public, by September 13, 2024.
The licensee and their representatives presented their response to the preliminary White finding and AV. The licensee provided acknowledgement of the AV, their assessment of the significance of the finding, a summary of the causes for the AV and their corrective actions. The licensee also provided new information and asserted that their updated evaluation and risk information supported a significance of Green, or very low safety significance. At the close of the business portion of the meeting, members of the public were allowed to ask any relevant questions to NRC participants. There were no questions asked or comments made by members of the public. Following these actions, the meeting was adjourned.
