SUBJECT: NOTICE OF VIOLATION (NRC INSPECTION REPORT N0. 50-424/87-71)
This rc#ers to the Nuclear Regulatory Commission (NRC) inspection conducted by G. R. Wiseman on December 8-11, 198 The inspection included a review of activities authorized for your Vogtle facilit The report documenting this inspection was sent to you by letter dated February 2, 198 Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progres Violations were identified during the subject inspection. Subsequent to this inspection an enforcement conference was held in the Region II office on February 10, 1988. A summary of this enforcement conference was sent to you on March 31, 198 A followup inspection, 50-424/88-16, was also conducted at the Vogtle site on March 7-10, 1988, to gather further information to evaluate Violation 424/87-71-04, Inability to Implement Alternate Remote Shutdown While Simultaneously Combatting the Fire For a Control Room Fir Based on the results of this inspection, we agree with your conclusion that plant shutdown from outside the control room can be achieved with three operators. Therefore, Violation 424/87-71-04 did not constitute a violatio Accordingly, we will adjust our records to reflect that no violation of regulatory requirements occurred with respect to this ite The remaining inspection findings indicate that certain activities appeared to violate hRC requirements.
