ENCLOSURE NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424  !

Vogtle l' License No. NPF-68 During the Nuclear Regulatory Ccy.ission (NRC) inspection conducted on l Deccanber 8-11, 1987, violations of NRC requirements were identified. In l accordance . with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2. Appendix C (1987), the vio:ations are l listed below:

l A. The Facility- Operating License (NPF-68) Condition G requires GFC to implement and maintain 'in effect the provisions of the fire protection program described in the FSAR, specified licensee submittals, and SER

, through Supplement 5.

Section 9.5.1.5.3 of r.he VEGP-FSAR requires the fire team manning to be nat without impacting of the minimum onshift operating staff designated in ,

the Vogtle Technical Specifications.  ;

Contrary to the above, on 25 shifts during the period between January 16, 1987 and November 30, 1987 the licensee could not man a qualified five man '

fire brigade exclusive of the Technical Soecification minimum operating ,

staff. Twenty of the 25 cases resulted from a qualified fire brigade captain not being available. The remaining five cases resulted from less i than five qualified brigade members being available onsite.

This is a Severity Level IV violation (Supplement I).  ;

B. The Facility Operating License (NPF-68) Condition G requires GPC to I implement and maintain in effect the provisions of the fire protection program described in the FSAR, specified licensee submittals, and SER  :

through Supplenient 5. l Section 9.5.1 and Appandix B Section C.I.a of the VEGP-FSAR states that l the fire protection program will be implemented through procedures. -

Specifically, Section 3.4 of Procedure 10003-C, Shift Manning, and Section 2.2.1 of Procedure 10001-C, Log Keeping, require the fire team members to be designated at the begining of each shift and the assignment of each of  :

the shift operations personnel to be documented in the shift supervisor i log. In addition, these procedures require logs to be complete and accurate ,

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, Vogtle, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include [for each violation]: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
