Exit Interview The inspection scope and findings were summarized on November 1, 1979, with those persons indicated in Paragraph 1 above. The noncompliance on the improper installation and inspection of support CSH-019 was discussed with the licensee.

IE Bulletin 79-14 Seismic Analysis for As-Built Safety Related Piping Systems An inspection of SCE&G corporate office in Columbia was performed to a.
determine SCE&G's response to IE Bulletin 79-14. A draft copy of the SCE&G response was obtained. In summary, SEC&G intends to comply with IEB 79-14 requirement by means of existing inspection requirements and a final GAI system walkdown. The inspection requirements are contained, in the following procedures:

Pipe Installation Inspection b.
At the site, a portion of the CVCS system which had been installed, was inspected and the GAI walkdown had been accomplished. The piping is detailed on Southwest Fabricating and Welding Company Isometric Drawing No. CS-01, Rev. 4, and included the following:
(1) Hangers

CSH-001, CSH-019, CSH-025, CSH-120, and CSH-121 (2) Valves XVG-8706A and 8706B
-
.The piping was inspected to determine whether the installation was in accordance with applicable drawings and inspection results on which the final seismic analysis will be based. The following items were noted:
(1) Valves XVG-8706A and XVG-8706B are indicated by GAI valve lists to be fabricated in accordance with drawing IMS-25-070. This drawing was not available onsite.
Inspection records indicate that the valve drawing should be IMS-25-174. The installed valve is a IMS-25-174 valve.
Drawing IMS-25-174 provides the valve weight as 840 lbs. GAI design specification DSP-544DA-D44461-000 dated 12-1-76, provides the valve weight as 875 lbs. GAI, Redding, Pennsylvania, reported by telephone that 875 lbs. was used on the initial seismic analysis. The licensee was requested to investi-gate and resolve the discrepancy oc the valve drawing numbers and on the valve weights.
The licensee was further requested to evaluate and correct the generic nature of the above noted discrepancies.
(2) Contrary to the hanger sketch, the baseplate for hanger CSH-019 had been notched to allow installation of restraint CSH-001.
Field change request (FCR) No. B-318-ASME had been written, reviewed and approved by GAI to provide for the modification.
However, the modification was also not in accordance with FCR-B-318-ASME. QCP-VII-07 - Inspection of Fabrication and Installation of Pipe Hangers and Supports requires that oipe hangers and supports be " fabricated and installed per approved 4esign drawings..." and

inspected to verify that they are fabricated and installed per approved design drawings.
Modified hanger CSH-019 had been verified to be installed in accordance with the hanger drawings as modified by FCR-B-318-ASME.
This appears to be in noncompliance with 10 CFR 50, Appendix B, Criterion V, failure to follow procedure. This shall be identified as infraction 395/79-34-01 - Inadequate inspection of hanger CSH-019.
IEB 79-14 shall remain open pending resolution of the above noted in-spection findings and completion of licensee inspection commitments.
