k-2-various craft and inspection personnel. The inspector reviewed the Conam facilities for radiographic film developing and storage of NDT materials.
The inspector reviewed the receiving inspection procedures and held discussions with Conam personnel regarding acceptance of NDT materials.
b.
The inspector performed a review of drawing control in the electrical insoection areas. The inspector reviewed Field Quality Control Proce-dure (FQCP) 2.2.3, Field and Engineering Change Procedures, and reviewed drawing control practices in the case of ten drawings. Seven drawings had the proper ECN and FCR reflected on the drawing copy in the area.
Two drawings had administrative errors in the electrical inspection copy, but the proper ECN information was reflected on the drawing.
One drawing failed to reflect the latest ECN on the drawing. The i
licensee has taken action to correct the discrepancies in each of the i
drawings..The inspector informed the licensee that this area would be reviewed further and would be identified as an inspector follow-up item, 395/79-40-02, drawing control, pending a more detailed review of drawing control.
Within the areas examined, no items of noncompliance or deviations were identified.

Field Change Requests The controlling documents for field change requests (FCR's) are Daniel Construction Procedure AP-III-02 and SCE&G Field Quality Control Procedure 2.2.3.
The inspector reviewed the procedures for FCR's and held discussions with QA and QC personnel regarding FCR-B's.
The inspector reviewed nine completed FCR-B's for clarity and proper implementation in the field. The inspector inspected field hardware to assure that the FCR-B changes had been implemented in accordance with the change instructions. The completed FCR's were found to have been performed in accordance with the change instructions.
Within the areas examined, no items of noncompliance or deviations were identified.

a.
(Closed) Item 395/79-36-01: Deficient speed transfer switches. On October 31, 1979, the licensee reported a deficiency with regard to
,
speed transfer switchgear. On November 19, 1979, the licensee provided Region II with a final report on this item. The licensee has corrected the deficiencies with the speed transfer switchgear and initiated corrective action to prevent recurrence of the problem.

undersize socket weld problem. The licensee also reported that the problem existed with welds fabricated by Southwest Fabricating and Welding Company (SCEEG riping supplier). This item will remain open pending further discussions with the licensee and review by Region II of the licensee's corrective actions.
c.
(0 pen) Item 395/79-40-01: Rejectable indications in pipe spool piece weld. On December 13, 1979, the licensee reported finding a rejectable indication in a Southwest Fabricating pipe spool piece weld. The licensee reported that certain repaired welds had not been radiographed as required. The radiograph of one spool piece weld, which had been repaired, revealed a rejectable condition.
This item will remain open l
pending receipt of the licensee's final report and review by Region II.
8.
Status of Inspection and Enforcement Bulletins (IEB's)
(Closed) IEB 79-24: Frozen lines. On October 30, 1979, the licensee
'
issued a letter in response to IEB-79-24. This letter reported that the licensee considers the V. C. Summer Plant design of the heat tracing system to be adequate with respect to the concerns of IEB 79-24.

. Status of Inspection and Enforcement Circulars (IEC's)
The licensee has received, reviewed, evaluated and is taking necessary actions on information in the following circulars:
a.
IEC 79-22: Stroke timer for power operated relief valves.
b.
IEC 79-23: Motor starters and contactors failed to operate.
c.
IEC 79-24: Proper installation and calibration of core spray pipe break detection equipment on BWRs.
The inspector discussed the above circulars with the licensee.
