Licensee Action on Previous Inspection Findings (Closed) Infraction (39'/79-10-01): No requirements on weld profile.
South Carolina Electric and Gas Company's (SCE&G) letter of response dated May 25, 1979, has been reviewed and determined to be acceptable by Region II. The inspcctor held discussions with the licensee's Resident Engineer and examined the corrective actions taken. The inspector concluded that the licensee had taken all necessary action'with regard to this infraction.

examinations of NDE examiners. The inspector reviewed eye examination requirements applicable to NDE personnel as given in 1971 and 1975 editions
- of ASNT-TC-1A, and the previously questioned records of a Level II NDE inspector. The NDE inspector was found to have satisfied the practical examination requirements for a Level II examiner demonstrating the adequacy of his visual perception in accordance with the ASNT-TC-1A requirements.
The inspector is satisfied there is no further issue of safety significance to be resolved in this matter.

Inspector Followup item (Closed) Inspector Followup Item (395/79-24-03): Weld undercut criteria for inspectors of pipe hanger welds. The NRC inspector examined the newly revised undercut criteria in visual inspection procedure QCP-II-03 Rev. 6.
The criteria was discussed with the licensee's Resident Engineer and several quality assurance personnel. The inspector witnessed visual insp ection of selected welds on safety related piping supports identified as CSH-146, CSH-150, RIDI-176, CCH-252. and CCH-399. The inspector has no further questions on this item.

Licensee Identified Items (50.55(e))
(Closed) Item 395/79-10-02: Cable tray support unauthorized welding. A final report was submitted to Region II in a letter dated August 17, 1979.
The report has been reviewed and determined to be acceptabla by Region II.
The inspector held discussions with the Resident Engineer regarding the results of the sampling program conducted to verify the adequacy of the supports. The cause and corrective action were discussed with the Director, Surveillance Systems and other licensee personnel. The inspector is satisfied that this item may be closed.
(0 pen) Item 395/79-24-02: Deficiencies in pipe hanger welding. The inspector discussed the status of this item with the Director, Surveillance Systems and other licensee personnel The Corrective Action Request (CAR 047) and other licensee correspondence pertaining to this item were reviewed. As noted in paragraph 5 above, welds on five supports were examined.
The licensee noted that support welds identified in thh item were being reinspected to assure compliance with procedure QCP-VII-07, Rev. 7 and that this work was as yet incomplete. The NRC inspector questioned two of the licensees QC inspectors regarding the cause of the problem and the adequacy of the action taken to prevent recurrence. The NRC inspector considers progress on this item to be satisfactory. The item will remain open pending receipt of the licensee's final report, completion of corrective action and review by Region II.

Independent Inspection

7.1 Noncompliance Reports The inspector selectively examined examples of the licensee's noncompli-ance reports as recorded on "Nonconformance Notices" (NCNs).
Th examples examined included South Carolina Electric and Gas Company's
-
(SCE&G) NCN 826E, 835M, 838E, 855M and 870M; and Daniel Construction Company's (DCC) NCN 670, 877, 881, 895, 924, 928 and 931. The licensee's requirements for preparation of NCN's are described in the FSAR and in procedures FQCP 2.1.4 REv. 21 and AP-VI-02 REv. 13. The 1268 194

inspector found that "cause" was not being clearly identified on some SCE&G NCN's as required by FQCP 2.1.4. While for these NCN's it was generally possible to infer the apparent cause from the stated action to preclude recurrenie the NRC inspector does not consider this adequate.
This was discussed with the licensee who agreed to take steps to assure that "cause" would be adequately addressed in the future. This is being identified as an inspector followup item for future examination and is designated item 395/79-26-01, Recordina cause on SCE&G NCN's.
Within the areas inspected, no 'tems of noncompliance or deviations were identified.
7.2 Radiographic Examination of Safety Related Piping Welds The inspector observed performance of radiographic examination of weld 15 on isometric SE-FW-14.
This is an ASME Section III Class 2 (71S73)
weld in the Feedwater System piping to the Loop C steam generator.
Requirements for the radiographic examination are described in procedure WE-I-02 Rev. 3 IAP-A.
Within the area inspected, no items of noncompliance or deviations were identified.
8.
Reactor Coolant Pressure Boundary Piping - Observation of Work and Work Activities The inspector examined a.run of installed reactor coolant pressure boundary piping in the Reactor Heat Removal System for compliance with the applicable drawings. The code applicable to this piping is ASME Section III Class I (71S73). The run was traced from its connection to the Loop A hot leg to valve 1-8701A. This piping is depicted on drawings SE-RC-04 and SE-RH-09.
Within the area examined no items of noncompliance or deviations were identified.
9.
Preservice Inspection - Review of Program The inspector discussed the status of Preservice Inspection with the licensee's Operations Maintenance Manager who identified the applicable code requirements as ASME Section XI (74S75). The primary program document was identified as the "Preservice Examination Program for Virgil C. Summer Unit # 1".
The inspector verified approval of this document on 6/12/79 and of changes 1-and 2 on 6/12/79 and 6/21/79 respectively.
The licensee stated that the preservice examination had been contracted to Westinghouse NSD. The follow-ing additional preservice inspection related program documents were identified to the inspector by the licensee's Director of Surevillance
