E.lectrical and Instrumentation (Components, Systems, Cables and Terminations)

Observation of Work and Work Activities A visual inspection of electrical, piping and instrumentation lines in the turbine building (elevations 436 and 463) between the turbine, turbine

pedestal, condenser and building was performed. There were no safety-related class 1E installations observed in this area. Class IE is defined as the 1937 070

safety classification of the electric equipment and systems that are essential to emergency reactor shutdown, containment isolation, reactor core coc, ling, and containment and reactor heat removal, or are otherwise essential in preventing significant release of radioactive material to the environment. With the excep-tion of associated circuits, there are no installations in this area which are required to meet any seismic design requirements. Associated circuits are defined as non-Class IE circuits that share power supplies, enclosures, or raceways with Class IE circuits or are not physically separated from Class IE circuits by acceptable separation distance or barriers. All Class IE and non-Class 1E associated circuit cables have been reinspected by the licensee to ensure

" seismic requirements have been met (see paragraph 7).

The inspector observed terminations to 7200 volt switchgear IDA and IBl.

Due to the licensee's use of a counterclockwise phase rotation sequence (C-B-A) in lieu of the standard closewise phase rotation sequence (A-B-C),

the phasing is rolled at the 7200 volt switchgear such that the licensee's leading phase (C) is connected to bus 1 (normally phase A) of the switchgear.

This connection scheme was verified to be in accordance with drawings E-207-016(RB),E-207-013(R4),E-207-031,R3.

Within the areas inspected, no items of noncompliance or deviations were identified.

Licensee Action on Previous Inspector Followup Items (0 pen) Item 79-32-01, Manufacturer's connection box support brackets on flow transmitters. The inspector reviewed documentation dated November 12, 1979, of a telephone conversation between a GAI engineer and the flow transmitter manufacturer (Barton). The document indicated that the flow transmitters had been qualified to the configuration of the site installation.

The licensee was informed that a telephone conversation was not sufficient confirmation of the configuration to which the transmitters were qualified.

This item will remain open pending review of documentation confirming qualification of the actual site installation.

Action on Licensee Identified Item (50.55(e))

Item 395/79-02-01; Insufficient cable slack to Class 1E electrical equipment.

The licensee has completed the following actions.

a.

Cables terminated before January 8, 1979, were inspected to criteria established by the Architect / Engineer (A/E) using a special computer printout entitled " Selected Circuit Summary" dated January 8, 1979.

The printout ident.ified those cables (class IE and associated) requiring

seismic installation. Cables not meeting the criteria were identified by nonconformance notice (NCN) 640E. NCN 640E cables were re-inspected and evalated to refined criteria applicable to the specific installation.

b.

Cables terminated after January 8, 1979, are inspected to the A/E criteria provided by Drawing S-200-r12, " Electrical Construction Guideline for Cable Installation:, per Field Quality Control Procedure (FQCP) 7.1.2, " Cable Termination."

All cable slack analysis and criteria examiaed were based on site seismic criteria. This item is closed.
