Results Of the areas inspected, no apparent items of noncompliance or deviations were identified.

Licensee Action on Previous Inspcetion Findings (Closed) Unresolved item 395/79-09-02; Protection of cable raceways.
The licensee has issued revision 3 to procedure WP-XII-01, " Cable Pulling".
This revision implements requirements which will prevent damage to installed cables; Signs were observe to be posted in cable spreading areas and inside containment to alert personnel to keep off trays, and craftsmen were not observed to be walking in or abusing cable trays. This item is closed.

issued on May 3, 1979. This revision reduced the cable tray separation distance criteria (without fire resistance barriers) to redundant equipment from 3 feet (horizontal) and 5 feet (vertical) to I foot (horizontal) and 3 feet (vertical). Although FSAR, Appendix 3A (Conformance to Regulatory Guides) states compliance with Regulatory Guide 1.75 which requires a minimum of 1 foot (horizontal) and 3 feet (vertical) se;eration without fire resistance barriers for redundant circuits, FSAR paragraph 8.3.1.4.4 requires three feet (horizontal) and five feet vertical separation. FSAR Ammendment 15 which incorporates Field Change Notice (FCN) 130 to revise the FSAR cable tray separation criteria for redundant equipment in cable spreading areas has been subitted to NRC. This item will remain open pending implementation of FCN 130.

Unresolved Items Unresolved items were not identified during this inspection.
5.
Licensee Identified Items (50.55(e))
(0 pen) Item 79-02-01; Insufficient cable slack to class IE electrical equipment.
Cables terminated before January 8, 1979 were inspected to criteria established by the Architect / Engineer (A/E) using a special computer printout entitled " Selected Circuit Summary" dated January 8, 1979.
Cables not meeting the criteria were identified by noncomformance notice (NCN) 640E. These cables were reinspected and evaluated to refined criteria applicable to the specific installation.
Cables that did not meet the criteria were replaced. Although actions for all cables identified ny by NCN 640E have not been completed, actions have been completed, for safety-related cables. The inspector obbserved the installation of cables ESL 461, AHL 43XB and ESM 81A which had been evaluated per NCN 640E. Cables terminated after January 8, 1979, are inspected to the A/E criteria provided oy drawing S-200-912, " Electrical Construction Guideline for Cable Installa-tion", per Field Quality Control Procedure (FQCP) 7.1.2, " Cable Termination".
Although corrective actions have been completed, qualification data for cable slack acceptance criteria was not available and the adequacy of the criteria could not be determined.
This item will remain open pending review of qualification data during subsequent inspections.
(Closed) Item 79-18-01; Insufficient electrical cable connector insulation for 7.2KV motor connections. The licensee has completed the following corrective actions in accordance with SCE&G letter to region II dated June 18, 1979.
Engineering Change Notice (ECN) 1298E was issued for drawing S-200-912 a.
to provide revised 7.2 KV motor termination taping requirements.
b.
Cables terminated to 7.2KV motors prior to the issue of ECN 1298E have been documented by NCN 815E. All cables identified have been reterminated and disposition per NCN 815E has been completed. Cables CC 12A, CCM 17A, CSM 11B, DGM 1A, SW 54C and SWM 55C were observed to have been reterminated per the revised requirements.

6.
Inspector Follow-up Items (0 pen) Item 79-09-01, Documentation of Separation Conflicts. The license has performed the following actions to identify and document wireway separa-tion conflicts.
Drawing S-200-926, " Electrical Guideliines for Electrical Physical a.
Circuit Separation" was revised to require that 4 inch open-wireway channels fall under separation criteria for open cable tray.
b.
FQCP 7.1.6 was revised to require inspection to the revised construc-tion guidelines and to provide for documentation of conflicts on form 7.1.6-1 which is filed in a " suspense" file. Revision 5 to FQCP 7.1.6 was not considered adequate in that the inspector performing the initial inspection was not required to sign the form and identify the scope of the initial inspection.
Preliminary revision 6 to FQCP 7.1.6 was reviewed and was considered acceptable.
After records identifying separation conflicts are placed in a suspense c.
file, a list is submitted to the A/E for resolution.
The A/E has not provided drawings / instructions to correct the separation conflicts.
This item will remain open pending final resolution and implementation of corrective action.
(0 pen) Item 79-18-04; Safety-related cable separation in inverter cabinets.
Although evaluation of this item has not been completed, it is currently intended that internal separation requirements be met by the application of a barrier material (QUELPYRE MASTIC 703B). Drawing S-200-926 is to be revised to reflect the use of the selected material. This item will remain open pending completion of licensee evaluation and implementation of correc-tive action.
7.
Independent Inspection Effort The inspector observed general housekeeping in cable spreading areas, inside containment and inside the intake structure.
In all areas observed, housekeeping was considered adequate.
Within the areas inspected, no items of noncomformance or deviations were identified.
8.
Electrical (Cables & Terminations I) - Review of Quality Records The inspector reviewed documentation of acceptable nondestructive test (megger and continuity) results which had been documented per procedure TQCP 7.1.2.
" Cable Terminations" on form FQCP 7.1.2-1, " Termination Inspection". Documentation was reviewed for cables RHC-6A, RHC-102A, CCC-56B, EMC-84A, ESL-351A, ESL-162A, ESW-17A, AHC-67A, AHC-116B, AHC-7B and CC-22B.
Within the areas inspected, no items of noncompliance or deviations were identified.
