10 CFR Part 21 Report (Open) Item 395/79-23-01: Steam Generator Level Indication.
On June 21, 1979 the vendor issued a 10 CFR 21 report to inform Region II that there is a potential difference between actual and apparent steam generator water level indications.
South Carolina Electric and Gas Company has provided Region II with a copy of the letter describing this situation (CGWS877 dated 6/25/79). This item will remain open

-3-t The following comments and questions regardingthe licensees response c.
to IE Bulletin 79-02 were identified to the licensee:
(1) The licensee response and discussion with the licensee indicate that most safety-related pipe support baseplates were not originally analyzed as flexible plates but due to IE Bulletin 79-02's 2:1 ratio criteria, the licensee performed an analysis using a method in which the effects of plate flexibility, anchor preload, and shear -tension interaction were considered. Of a population of approximately 700 base plates, a sample of 96 base plates of the various configurat. ions used were analyzed. Of the 96 analyzed, 10 base plates showed factors of safety of less than 4 for the faulted and upset load conditions. The licensee did not address action to b taken to correct those base plates that had less than 4 safkty factors. Furthermore, the relatively high number (More than 10%) of baseplates that do not have a safety factor of 4 indicates a need to expand the sample to identify and correct baseplates with safety factors that are less than 4 to the extent that system operability can be assured.
Additionally, since base plate analysis many not yet have been performed for future installations, future analysis methods should be identified (i.e.
rigid or flexible).
(2) The licensee response mentioned an on going investigation regarding concrete expansion anchor spacing requirements.
Results of the investigation and corrective action taken should be submitted as part of the response to the bulletin.
(3) The licensee response stated that inspection for adjacent bolts (spacing), minimum embedment depth and thread engagement would be included on inspections subsequent to issuance of IE Bulletin 79-02. These inspections were not Licensee recorded prior to January 1979 in most cases.
