Bryant, SUMMARY Inspection on November 5-8, 1979 Areas Inspected This routine, unannounced inspection involved 29 inspector-hours in the areas of licensee action on previous inspection findings, 10 CFR 50.55(e) items, IE information notices, IE bulletins, IE circulars, and construction activities.
Results Of the six areas inspected, no items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (395/79-17-06): Fire protection for safety-related storage warehouses. After further evaluation, Region II has no further questions on this matter. This item is closed.

Unresolved Items Unresolved items were not identified during this inspection.

Inspector Follow-up Items (Closed) Inspector Follow-up Item (395/79-17-05):
Substandard fire pro-tection for QA records storage. Region II has further examined site requirements and noted that the licensee is not committed to ANSI N45.2.9 and R. G. 1.88.
Based on the above review, Region II considers that no action is required. This item is closed.

6.
Independent Inspection The inspector conducted a walk-through inspection of the reactor, a.
auxiliary, and intermediate buildings; observed construction activities, construction progress, and work practices; and talked to various craft and inspection personnel. The inspectors witnessed repair of undersize socket welds and visual and liquid penetrant inspection of repaired socket welds.
b.
The inspector reviewed the Daniel procedure, AP-VI-02, and SCE&G procedure, FQCP. 2.1.4, for control of significant deficiencies (50.55(e)'s) reported to Region II.
The inspector reviewed several significant deficiencies with regard to Daniel and SCE&G procedure requirements.
In three out of five cases, appropriate controls had been implemented to assure identification and control of the signifi-cant deficiency.
In two cases, the licensee had not yet implemented a site control. The licensee took immediate action to assure that controls for the inspector identified cases were implemanted. Appro-priate cognizant engineers in the two cases were not available to discuss engineeering controls.
Pending the cognizant engineers and inspector review of other significant deficiencies, this item will be identified as Inspector Follow-up Item 395/79-36-05, Site control of significant deficiencies.
No items of noncompliance or deviations were identified.

Licensee Identified Items (50.55(e))
(Open) Item 395/79-36-01: Deficient speed transfer switches. On a.
October 31, 1979, the licensee reported a deficiency with regard to Gould speed transfer switches.
Cable separation deficiencies have been corrected.
This item will remain open pending receipt of the licensees final report and review by RII.

(0 pen) Item 395/79-36-02: Weak throttle valve spring for steam driven emergency feed pump. On October 17, 1979, the licensee reported a deficient spring on the throttle valve which, under vibrating conditions, will possibly slam shut. Terry Turbine notified the licensee of the deficiency. Replacement parts are available to correct the problem.
This item will remain open pending receipt of the final report and review by RII.
c.
(Open) Item 395/79-36-03: Sonicbar door unit deficiencies. On November 2, 1979, the licensee reported a deficiency in Sonicbar watertight and blast resistant door units. Sonicbar reported to the licensee that an error was made in a portion of the anchorages at two of the frames. This item will remain open pending receipt of the licensee's final report and review by RII.

(Open) Item 395/79-36-04: Deficient socket welds. On November 2, 1979, the licensee reported deficient socket welds for ASME Section III Code piping. The previously accepted welds sere found to be endersize when reinspected. Reinspections of safety-related sacket welds are in progress.
Current reinspections indicate a weld reject rate of apiroximately 50%. This item will remain open pending receipt of the licensee final report and review by RII.
8.
Inspection and Enforcement Information Notices (Closed) IE Information Notice 79-10: Nonconforming pipe support struts.
This notice identified the V. C. Summer site as receiving nonconforming struts from Bergen-Paterson Pipe Supports Corporation.
Gilbert review of the Bergen-Paterson struts referenced in the IE information information notice revealed that the struts meets design requirements.
In a letter dated May 7,1979 Gilbert repor ted to the licensee the results of their review of pipe support design records. Discussions with licensee personnel revealed that no further action is considered necessary based on the design review results reported in the Gilbert Letter.

9.
Status of Inspection and Enforcement Bulletins (IEB's)
(Closed) IEB 79-23:
Potential failure of emergency diesel generator field exciter transformer.
On October 24, 1979, the licensee issued a letter in response to IEB 79-23.
This letter reported that the V. C. Summer exitation power transformer is ungrounded and the excitation transformer is not susceptible to third harmonics of the type described in the bulletin.
Full-load operation test of the emergency diesel generators is scheduled for January 1980. This item is closed.

Status of Inspection and Enforcement Circulars (IEC's)
The licensee has received, reviewed, evaluated, and is taking necessary actions on information in the following circulars:

IEC 79-20: Failure of GTE Sylvania relay.
b.
IEC 79-21:
Prevention of unplanned releases of radioactivity The inspector discussed the above circulars with the licensee.
