Ih APPENDIX A NOTICE OF VIOLATION South Carolina Electric and Gas Company License No. CPPR-94 Summer Nuclear Station Based on the NRC suspection October 30 through November 1, 1979, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspon-dence to you dated December 31, 1974.
As required bv Criterion V of Appendix "B" to 10 CFR 50, and as implemented by South Carolina Electric and Gas Company FSAR Section 17.1.5, " Activities affecting quality shall be prescribed by documented instructions, procedures or drawings...and shall be accomplished in accordance with these instructions, procedures or drawings". Daniel Construction Company Procedure QCP-V11-07 paragraph 3.2 requires pipe hangers and supports be fabricated and installed in accordance with approved design drawings; and paragraph 4.5 requires-QC to verify that the requirements of the installation detail drawing have been met.
Support CSH-019 had been verified to be installed in accordance with the detailed support drawing as modified by Field Change Request B-318-ASME.
Contrary to the above, the baseplate of Support CSH-019 was not in accordance with.the detailed support drawing nor Field Change Request B-318-ASME.
This is an infraction. A similar item was brought to your attention in our letter dated February 5,1979.
