Exit Interview The inspection scope and findings were summarized on September 27, 1979 with those persons indicated in Paragraph I above. The inspector summarized the areas of the inspection. His findings were clear.

The following comments were given to the licensee and their resolution will t followed on subsequent inspection as open item 79-29-01.

In SF-3 spent fuel purification pump discharge throttle valve should be shown as XVD -6744-SF in order to be consistent with system piping diagram (D-302-651R8).

In RC-2 the test needs acceptance criteria revised to identify specific items to be verified as required by Appendix C of Regulatory Guide 1.68.

In SP-1 the acceptance criteria need provision added for test engineer signature that each item of the acceptance criteria has been met.

In AH-P7(AH-30) and AH-P10(AH-29) the air train inlet outboard isolation valves for the two trains were interchanged during the test. Refer to system piping diagram D912-136R6.

In CC-1 the list of test control drawings should contain the mechanical piping schematic. Twenty miscellaneous vent and drain valves were not positioned by the initial valve lineup.

Preoperational Test Witnessing The inspector watched the conduct of section 5.6 of preoperational test SI-6, "SI Flow Balancing Test", which concerned establishing balance flow to the RCS legs through flow element FE-940. The inspector reviewed the test prerequisite section to insure all applicable items had been signed, verified communications existed between the various test stations, and verified data were being properly recorded. The recording of charging pump C total flow and branch flows before and after locking of throttle valves 8981A, B, and C was observed as well as the flows with charging pump A after locking the throttle valves in place.

The licensee also performed some RHR pump performance / runout testing which involved discharging water via the RHR cold leg penetrations into the reactor vessel. This was being done to verify balanced flow between the various injection paths and determine whether RHR pump runout could exist.

The testing was still in progress when the inspector left and will be followed by the lead resident inspector.

The licensee had several testing delays directly attributable to inopera-tive phone communications. These breakdowns occurred with sufficient regularity for the inspector to note to site management that if this were to occur in the middle of many of the subsequent tests it could have a substantial impact on their conduct. The licensee agreed that communica-tions are in poor condition and that efforts would be made to improve them.

Followup on Previous Inspection Findings Closed Open Item 79-25-03 concerning preoperational tests SI-6 and RH-1 not containing specific minimum suction pressures for the centrifugal charging pumps and for the RER pumps. The inspector reviewed the approved versions of SI-6, Rev 0 and RH-1, Rev 0 and the required minimum suctions pressure are now specified. This item is closed.

Closed Open Item 79-25-07 which concerned specific comments on steps 6.1.9, 6.1.15, 6.3.3, and 6.4.3 of preoperational test RH-1.

The inspector reviewed the approved procedure and the teps have been changed. This item is cl(sed.

Closed Open Item 79-25-08 which concerned specific comments on preopera-tional test procedure SI-6.

The inspector reviewed the approved version of the preoperational test, and all of the comments had been incorporated.

This item is closed.

9.

Plant Tour The inspector toured various portions of the containment, auxiliary building, intermediate building, and turbine building. The areas were observed for cleanliness and general housekeeping. No items of noncompliance or defi-ciencies were noted.
