SUMMARY Inspection on April 16-19, 1979 Areas Inspected This routine, unannounced inspection involved 27 inspector-hours in the areas of licensee action on previous inspection findings, IE bulletins and circulars, 10 CFR 50.55(e) items, construction activities, and pre-hearing testimony in the area of radiography of safety related welds.

Licensee Action on Previous Ftn8ings (Closed) Unresolved Item (395/78-27-01): Revision of SCE&G Audit a.

Procedures.

The licensee has issued four new procedures to ref t et current practices in audits. Quality Assurance Procedures 18, 19, 20 and 21 have,been issued to describe the SCE&G audit program requirements. This item is closed.

Review of Procedures and Audits of QA Manual. The licensee has issued a revision of the QA procedures.The QA manual audit is performed on an annual basis as part of the; internal audit program. The licensee has

Inspection Follow-Up Items (Closed) Inspector Follow-Up Item (395/78-27-02): QA Indoctrination Training. The licensee has issued Quality Assurance Procedure (QAP) 2 on SCE&G QA indoctrination training. QAP 2 resolves earlier Region II questions regarding SCE&G QA indoctrinition training. This item is closed.

Independent Inspection Effort The inspector conducted a walk-through inspection of the reactor a.

and auxiliary buildings.

The inspector observed construction activities, construction progress and work practices in these buildings.

The inspector reviewed construction progress in regard to work on the baffle assemblies, reactor coolant pumps, containment tendons, and electrical installations. Major components for the baffle assemblies have been installed and welding and concrete pouring are being accomplished on baffle assemblies.

The vertical tendons have been post tensioned with plans underway to start the post tensioning of f.he dome tendons. The reactor coolant pumo internals and motors have been installed.

The licensee is working to install the low voltage electrical penetra-tions in the reactor building.

Training sessions are being conducted on penetration installations.

b.

The inspector held discussions with SCE&G management at d Daniel nnagement in regard to the constructor's (Daniel) respont tbilities and interfaces with SCE&G and the A/E (Gilbert). The inspector

reviewed the contract between SCE&G and Daniel to determine the extent of contract agreements in the construction area.

The inspector also reviewed the Daniel Corporate Organization Chart with the Daniel Regional QA Manager and Daniel Project QA Manager.

Follow-Up on Regional Requests One item brought out during pre-hearing board testimony concerning X-Raying of safety related welds was examined.

The inspector performed an inspection of welds at the 412 elevation in order to randomly select welds and determine if ra iographic film was d

The licensee reported to Region II in their letter of March 12, 1979 that surveillance was performed on the valve operators to confirm that

all material upgrading measures had been accomplished. The licensee has completed all actions in regard to Rockwell valve operator qualifi-cations.

Status of Inspection and Enforcement Bulletins (IEB's)

(Closed) 79-BU-04:

Incorrect Weights for Swing Check Valves Manufac-tured by Velan Engineering Corporation. The licensee has prepared and issued a letter in response to IEB 79-04. This letter dated April 11, 1979 reported that there are no 3", 4",

or 6" Velan check valves installed or scheduled to be installed in seismic category I piping systems at the Virgil C. Summer Nuclear Station.
