Inspection on January 16-19, 1979 Areas Inspected This routine unannounced inspection involved 26 inspector-hours onsite in the areas of Unit I and 2 safety related pipe support and restraint systems, Unit 2 progress of installation of safety related major mechanical components, and work observation of reactor vessel installation.

Results Of the three areas inspected, no apparent items of noncompliance or devia-tions were identified.

The inspection scope and findings were summarized on January 19, 1979 with those persons indicated in Paragraph 1 above. The licensee's representatives were informed that no noncompliances or new unresolved items were identified during this inspection. The inspector discussed the advantages of having TVA produce a snubber procurement, storage, installation and maintenance procedure which they would use on all sites.

Independent Inspection Effort This effort included the progress of installation of the Unit 2 reactor coolant pumps, steam generator and main steam line restraints inside the steam generator cubicals, control rod drive mechanism air coolers, main steam isolation valves, containment spray heat exchangers and pumps, residual heat removal heat exchangers and pumps, the reactor incore neutron detector system tubing and the pressurizer safety and relief valves.

No deviations or items of noncompliance were identified.

Reactor Vessel Installation - Work Observation - Unit 2 The licensee's provisions for protection of the installed vessel was inspected. The upper flanged opening into the vessel was observed to be covered and protected with a metal covered platform suspended and sealed in the opening. Fitting of the refueling canal floor plates around the access openings to the vessel nozzle support structures was underway. The interior of the vessel was not accessible at this time.

No items of noncompliance were identified.

7.

Safety Related Pipe Support and Restraint Systems - Units 1 and 2 The following procedures with their recent revisions were reviewed for approvals and scope:

SNP Inspection Instruction (II) No. 66 Revision 7, dated a.

December 11, 1978 titled, " Inspection of Supports."

b.

SNP II No. A-3 Revision 2, dated November 16, 1978 titled,

" Inspection and Cycling of Shock Suppressors."

  • c.

SNP Construction Procedure No. P-30 Revision 2, dated December 11, 1978 titled, " Fabrication and Installation of Seismic Supports."

The hydraulic snubbers for Unit 1 are continuing to be rebuilt, recali-brated and reinstalled. The licensee's representative stated that about 40 more units were left to complete the Unit 1 installation; the Unit 2 snubbers would start to be processed after that. The licensee's representatives were encouraged by this inspector to pass along their experiences related to snubber installation to their counterparts at the Watts Bar, Bellefonte and Hartsville sites.

No items of noncompliance were identified.
