Exit Interview The inspection scope and findings were summarized on September 21, 1979, with.those persons indicated in Paragraph 1 above. During this meeting, the licensee agreed to an October 1, 1979 commitment date for evaluating and seeking a resolution of the two open items, (50-327/79-62-01; 50-327/79-62-02) identified during this inspection.

Coordination with Offsite Support Agencies 5.

Appendix E to 10 CFR 50, Section IV specifies that the emergency plans a.

shall contain procedures for notifying, and agreements reached with local, state and federal officials and agencies for early warning of the public and for public evacuation or other protection measures should such warning, evacuation or other protection measures become necessary or desirable. The regulation also specifies arrangements for the services of a physician and other medical personnel qualified to handle radiation emergencies; arrangements for transportation to, and treatment of injured or contaminated individuals at treatment h

facilities outside the site boundary. The Sequoyah FSAR, Section 13.3 commits to the requirements specified in Appendix E, 10 CFR 50.

Appendix A to the Sequoyah site REP provides a listing of the outside support agencies. Appendix K to the site REP contains the letters of agreement between the licensee and the organizations noted in Appendix A to the site REP.

The inspector discussed the coordination with offsite support agencies and renewal of written agreements with a licensee representative. The inspector was advised that contact is maintained with offsite support agencies through training sessions and participation in emergency drills.

The inspector contacted and met with the individuals listed in paragraph 1.c. and verified that the licensee had maintained contact with these agencies. During these meetings, the following two open items were identified:

Open Item 50-327/79-62-01 - Appendix K to the Site REP contains letters of agreements between the licensee, the Hamilton County Police, and the Chattanooga City Police Department.

These agreement letters are dated March 8, 1978 and February 27, 1979, respectively.

Since these dates, a newly appointed County Sheriff and City Police Chief have been installed in office, neither of which are knowledgeable of prior agreements which their predecessors entered into with TVA.

Open Item 50-327/79-62-02 - Appendix A to Site REP notes that the Baroness Erlanger Hospita'. does not require annual training conducted by TVA since the hospital is self supporting with trained radiological technicians on staff. During a meeting with hospital officials, it was learned that the Baroness Erlanger Hospital is in fact interested in available radiological training courses and has taken upon itself to contact the Oak Ridge Associated Universities to make arrangements for training its staff.

The licensee agreed to further evaluate and seek a resolution to the two open items identified above by October 1, 1979.

There were no items of noncompliance or deivations.
