Results Of the two areas inspected, no apparent items of noncompliance or deviations were identified in either area.

5.
Preoperational Test Procedure Review The inspector reviewed preoperational test procedure W-1.11, "RCS Post Hot Functional Inspection, Cleaning and Testing", Revision 0 dated July 28, 1978 for compliance with the requirements in FSAR Chaper 14.1, and Regulatory Guide 1.68 Appendix A, Revision 0.
The inspector had two comments:
Step 5.4.2 of the procedure refers to the section of preoperational a.
test W-7.2B, " Fuel Transf er System", which deals with manipulator crane indexing. However thero are two sections of W-7.2B which concern indexing, one on initial set op of index reference points and one section on the final indexing of all of the fuel assembly locations.

When contacted the licensee agreed that the step would require the final indexing for the fuel assembly locations to have been completed and agreed to have step changed.

Inspector noted that, in accordance with the FSAR and the QA manual, all of these documents had to be approved and issued as TVA/Sequoyah documents through the Site's PORC. The inspector noted that all of these procedures had already been issued by the licensee and therefore the procedure should be revised to refer to the TVA procedures The licensee acknowledged the inspectors comment.
6.
Preoperational Test Witnessing The inspector witnessed the performance of portions of preoperational tests W-3.3B, "CVCS Functional Test", TVA-23 " Main Feed Pump Turbine Test"; and TVA-10 " Site Evacuation Alarm".
The inspector observed the performance of the pressurizer level portion of W-3.3B. This consisted of monitoring the response of the level controller

to a step input change in T ave as well as inducing a change in level while in the manual mode, then switching back to the automatic mode, and monitoring the systems' recovery.
The inspector observed the testing of Main Feedpump Turbines lA-A and IB-B in the recirculation mode. This included: observing the recording of turbine RPM, discharge flow rate, turbine vibration internally measured and turbine hydraulic control oil parameters; observing the monitoring of

external vibration at the pump and associated piping and valves, and at the pump to turbine coupling.
The inspector observed the testing of the A and B train of the site's Emergency Evacuation Alarm system. The test consisted of energizing each train separately, verifying that each siren received between 110V and 115V AC, and verifying that the siren was audible over the enter site area.
The inspector accompanied a survey team during the test of the B train. It was which found that no alarm could be heard in the east Steam Valve Vault.
A test deficiency was entered on this item.
The inspector had no comments on the conduct of these tests.
