Je Date Signdd SUM 1ARY Inspection on November 19-20, 1979 Areas Inspected This routine, announced inspection involved 15 inspector-hours onsite in the areas of status of nonradiological preoperational environmental and surveillance program, review of environmental controls, and site inspection.
Results Of the three areas inspected, no apparen. items of noncompliance or deviations were identified.

Exit Interview The inspection scope and findings were summarized on November 20, 1979 with those persons indicated in Paragraph I above.

Licensee Action on Previous Inspection Findings There were no previous inspection findings.

Unresolved Items , Unresolved items were not identified during this inspection.

Preoperational Environmental donitoring and Surveillance Program Inspection included review and discussion of the status of the nonradio-logical nreoperational environmental program required prior to operation of the Sequoyah Nuclear Plant.
Inspection disclosed that all such requirements, including the following were completed, and the respective reports were submitted to the NRC: (1) fisheries and nonfisheries biological communities and water quality in the Chickamauga and Nickajack Reservoirs; (2) natural thermal studies of Chickamauga Reservoir in the vicinity of the Sequoyah Nuclear Plant. There vere no questions regarding this item.
6.
Environmental Protection Program Review The inspector discussed the status of the environmental control program with licensee representatives. Elements of the program selected for status review included air quality, solid paste disposal, management and storage of hazardous materials, site erosion and runoff control.
The above program elements were being implemented at time of inspection. The inspector also reviewed detailed written procedures developed by the licensee to provide guidelines for evaluating and controlling the environmental effects of remaining construction activities and to specify methods employed in imple-menting the environmental protection requirements. . -2-( management controls assuring program implementation were also reviewed.
Inspection disclosed that administrative and management controls employed by the licensee appeared to meet accepted industry practice.
7.
Site Inspection The inspector conducted a detailed site inspection to verify implementation of the licensee's environmental control program.
Items inspected included the following: (1) erosion and runoff control; (2) management of spoil storage and borrow are' ; (3) storage and management of hazardous materials; (4) concrete mixing plant; (5) construction settling pond; (6) air quality control; (7) chemical treatment and alum sludge ponds; (8) permanent site holding ponds.
Inspection disclosed that all of the above environmental control items and systems were implemented and maintained as defined in their respective procedures.
