review of chemical and radio-chemical procedures and instrumentation, examination of the quality assurance program for analytical measurements, review of the training program for chem-istry technicians, and a review of the licensee's analysis of spiked samples.

5.

Chemical and Radiochemical Procedures and Instrumentation a.

The inspectors reviewed procedures for chemical and radiochemical analysis. With the exception of a P-32 procedure, all procedures have been completed and approved in accordance with proposed Technical Specifications 6.8.1 and 6.8.2.

The P-32 Procedure is in the review stage and will be examined prior to plant operation (79-38-1).

The inspectors reviewed the gamma spectroscopy procedures and noted that the radionuclide libraries were not adequate since some common radionuclides were missing.

The inspectors noted that there were no procedures to insure that all significant photopeaks were identified.

Licensee personnel indicated that the libraries and procedures will be reviewed and corrected prior to operation. This item will be reviewed prior to plant operation (79-32-2).

The inspectors noted that the procedure used for determination of EBAR c.

deviates slightly from the definition in proposed Technical Specifications.

The licensee personnel indicated that the computer program for calculation of EBAR will be modified to conform with the definition in the final Technical Specifications.

Licensee Quality Assurance Program The inspectors reviewed the Quality Assurance Program with representa-a.

tives of the plant's quality assurance group.

Proposed Technical Specification 6.5.2.8.d states that: audit activities will be carried out by the Nuclear Safety Review Board. This function is delegated to the Corporate Assurance and Audit Staff. The inspectors met with a representative of the Audit Staff and discussed the proposed audit program to determine compliance with the draf t Technical Specifications and 10 CFR 50, Appendix B, Criterion XII - Control of Measuring and Test Equipment. The inspectors had no further questions on this item.

7.

Chemistry Technician Training Program The inspectors reviewed the training program for chemistry technicians at the TVA training center.

The review included an examination of selected lesson plans, lecture notes, and technician examinations.

8.

Analysis of Spiked Samples The inspectors reviewed the results of the licensee's analyses of a pre-viously submitted spiked liquid sample and particulate filter. The results indicated agreement with the known values and are given in Table 1.

The counting room was out of operation due to remodeling and the licensee could not analyze a spiked charcoal cartridge and particulate filter. The licen-see will demonstrate successful analyses of these samples to be submitted by NRC in August (79-38-3).
