Emergency Tests and Drills a.

Appendix E to 10 CFR 50, paragraph IV.I. specifies that the emergency plan shall contain provisions for testing, by periodic drills, of radiation emergency plans to assure that employees of the licensee are familiar with their specific duties, and provisions for participation in the drills by other persons whose assistance may be needed in the event of a radiation emergency.

Section XI.B of the SNP Site REP specifies that Site REP will be activated at least annually to confirm the operability and function of the applicable emergency alarm systems; the adequacy of personnel emergency responses, and, the interfacing with outside agencies.

A simulated radiation emergency was conducted on June 14, 1979, as a result of a postulated fuel handling accident.

Consequences of the postulated accident resulted in simulated off-site radioactive releases to the environment and simulated contaminated and injured personnel.

Organizations participating in the simulated radiation emergency consisted of but were not limited to the following:

of the Site REP The objective of the simulated radiation emergency was to test the following aspects of the Site REP:

(1) Actuation of the Site REP (2) Sounding the emergency evacuation alarms in order to ensure the adequacy of assembling and accountability of personnel.

(3) Actuation of the Nashville and Chattanooga Emergency Operations Centers.

(4) Adequacy of the conununications systems among the State Radiological Health, Civil Defense Operations Centers, and the TVA Operations Centers.

(5) Adequacy of the emergency medical treatment facilities at the Sequoyah Site and at Erlanger Hospital.

An NRC inspector was situated in the control room of the Sequoyah Nuclear Plant and observed the emergency response actions of the Emergency Director and his staff during the simulated radiation emer-gency. These observations confirmed that the exercise objectives as noted above were adequately fulfilled.
