REPORT OF INSPECTION OF SAFEGUARDS CONTROL OF NUCLEAR 1%TERIALS AT

UNIVERSITY OF WASHINGTON SEATTLE, WASHINGTON

INTRODUCTION

.

1.

Inspection dates at the University of Washington were June 2-3, 1975.

This was the first safeguards inspection of this licensee.

2.

The current inspection covered the status of safeguards controls as of the inspection dates, June 2-3, 1975.

3.

University of Washington, a State run nonprofit educational institution, has limited quantities of special nuclear material (SNM) for use in the conduct of educational activities. These quantities include, primarily, fuel for a research reactor (Argonaut-type), Pu/Be neutron sources, and small amounts of U-235 (93%), U-233 and Pu foils which, except for some scrap, are all in encapsulated form.

The University has a6 Argonaut-type training reactor located on campus with an authorized power level of 100 KW (thermal).

University of Washington currently holds two licenses, SNM-108 and R-73 for SNM.

SCOPE OF INSPECTION 1.

University of Washington is designated a Group II licensee for safeguards purposes and is exempt from major portions of 10 CFR 70.51 and 70.58.

This inspection, therefore, covered only the applicable requirements of Part 70 and the AEC licenses.

Physical Inventory of Nuclear Materials Except for a single item consisting of encapsulated U-235 foils which is kept in a vault in the Cyclotron Building, all other SNM materials were housed in the Nuclear Reactor Building.

Except for the fuel in the reactor and the two bundles of irradiated fuel in cooling, all other items were accounted for and identified by serial number and/or other markings.

The irradiated bundles were viewed in place in the storage wells, but no attempt was made to read their serial number..

A copy of a computer run of their burnup calculations was obtained.

Burnup calculations are performed semi-annually using standard procedures. A conversion factor of 1.25 grams U-235 consumed per megawatt-day is applied to the power output.

The U-236 production is also accounted for in the calculation.

The U-235 consumed for the period July 1974 through December 1974 was 0.327 grams. The U-235 consumed overall, from April 1961 through December 1974 was 8.2 grams.

Records and Reports

.

The licensee maintains files of Forms AEC-741, " Nuclear Material Transaction Report" (and its predecessor Form AEC-388), and Forms AEC-742, " Material Status Report," supplemented by inventory listings as his formal record. The licensee holds SNM under two separate reporting identification symbols (RIS),

HAY and ZXW.

Separate document files are maintained by RIS.

Establishment of a simplified ledger type record was suggested to the licensee, although it is not required by existing regulations.

The inspection disclosed that the licensee had not prepared written material control or accounting procedures (sufficient to enable the licensee to account for the SNM in his possession under license) as required by 10 CFR 70.51(c).

The licensee indicated that procedures did not then exist separately or in conjunction with other laboratory procedures (such as the radiation safety manual).

However, practices in material control and accounting were determined to be adequate.

Reporting identification symbol HAY is assigned to the University of Washington by the Richland Operations Office of j

the Energy Research and Development Administration (ERDA).

Symbol ZXW is assigned to the University for reporting of all

other SNM materials held at the Nuclear Reactor Laboratory, I

other than HAY material.

Presently, all ZXW inventory is ERDA leased material supplied under ERDA educational assistance programs.

With the exception of 10 CFR 70.51(c), the University has satisfactorily complied with applicable requirements of 10 CFR 70, such as Parts 70.51(b) with respect to records and Parts 70.52, 70.53a and 70.54 with respect to reporting.
