Unannounced Inspection on September 19 and 20,1977, (Report No. 50-139/77-03)

Areas Inspected:

Security Plan, Essential Equipment. Security Areas, Security Systems, Security Organization, Access Controls, Surveillance, Procedures and Security Program Review.

The inspection was begun during regular hours and involved eight. inspector hours on-site by one NRC inspector.

Resul ts:

Of the nine areas inspected, no items of noncompliance were identified.

Licensee Action on Previous Inspection Findings Inspection report 50-139/76-01 (IE-V-125) reported four security weaknesses, these were:

"No control and accounting system is provided for the removable cores for padlocks used both inside and outside the security area to protect essential equipment."

The licensee has now included cores and padlocks in their accounting system.

Cores and padlocks are not accounted for during the semiannual inventory of keys.

" Stacks of brick along the south exterior wall of the Nuclear Reactor Building shield secured openings from view of the i

security patrol."

Bricks have been restacked so as not to restrict the view of the security patrol.

"The procedure for dealing with bomb threats does not provide guidance to operations personnel."

The bomb threat procedure has been revised to provide guidance to operations personnel.

Since the last inspection, the licensee had updated their security plan.

The security plan submitted by letter dated, June 8,1976, was approved by the Division of Operating Reactors,NRR on September 28, 1976.

4.

Essential Equipment.

The licensee has designated the reactor, the primary cooling system and the reactor control system as essential equipment.

5.

Security Areas The licensee has designated two security areas, they are:

the reactor room, which contains the reactor and the process pit containing primary coolant equipment, and 'the fuel storage area; and the control room.

No items of noncompliance were identified.

6.

Security Systems a.

The reactor is enclosed in a two story "high bay."

The walls on the second level (which is at ground level on one side) are entirely of glass.

Discussions with operations personnel and examination of records of the campus Police Department revealed that on September 13, 1977, the east door to the Nuclear Reactor Building was found unlocked by campus police at 0207 hours0.0024 days <br />0.0575 hours <br />3.422619e-4 weeks <br />7.87635e-5 months <br />.

The Nuclear Reactor Building was inspected by the police and then secured.

A review of the records of the Crime Prevention Unit. Campus Police Department, revealed that a member of that l

unit conducted a visit on September 13, 1977, with the Director of the Nuclear Engineering Laboratores to discuss improving

security.

The licensee stated that double checks are now being conducted on all exterior doors to insure that they are secured.

Lock and key records wire examined and confirmed that locks, keys and inventories were in accordance with the licensees security plan.

7.

Security Organization The security organization, to include the University of Washington Police Department, was verified and found as described in the licensees security plan.

No items of noncompliance were identified.

8.

Access Controls and Surveillance Access controls and surveillance system were examined and found in accordance with the security plan.

No items of noncompliance were identified.

9.

Procedures Procedures for Bomb Threats and Acts of Civil Disorder have been upgraded since the last inspection and included in the security l

plan.

No items of noncompliance were identified.

10.

Security Program Review The licensee has committed to a security program review at least once every two years.

The licensee reviewed their security program in May-June 1976 and as a result of that review submitted a revised security plan on June 8, 1976.

11.

Exit Interview An exit interview was held with licensee representatives (denoted by an asterisk in Paragraph 1) on September 20, 1977.

The licensee was informed of the scope of the inspection and that no items of noncompliance were observed.
