Areas Discussed Mr.. Davis stated that the purpose of the meeting was to discuss areas-within the Operator Licensing Program in which Northern States Power and the Region III staff appear to have ongoing differences and to_ attempt to resolve these differences.
- Mr. Hehl_ presented the Region III staff interpretation of the -licensee's concerns regarding the Region's implementation of the Operator Licensing Program at Monticello and Prairie Island. Mr. Larson added clarification to these remarks.
Mr. Burdick presented the briefing concerning the operator licensing program implementation in Region III.
Mr. Larson presented a plan to improve the licensee's performance in the Operator Licensing efforts at Monticello and Prairie Island. The plan involves increased efforts on the licensee's part to connunicate with the NRC, the industry, and its own employees.
Mr.' Amundson and Mr. Earney both presented responses to NRC generic concerns identified during examinations administered in March at Monticello and Prairie Islan..
O Mr. Hehl presented the Region's plans: to meet with operators at Monticello and Prairie Island on May 28-29, 1987; to meet with utility training and operations representatives on August 25, 1987, to discuss the Operator Licensing Program implementation in Region III; and to pursue other methods of improving communications, as appropriate.
The meeting concluded with the NRC and the licensee representatives supporting a common goal of safe plant operations through an effective operator licensing program.
