This letter refers to the inspection of your activities authorized under NRC License No. R-73 conducted by Mr. W. P. Mortensen of this office on June 11, 1980.

It also refers to the discussion of our findings held by the inspector with a member of your staff an June ll,1980.

The inspection included examination of activities related to physical protection against industrial sabotage and against theft of special nuclear material in accordance with applicable requirements of Title 10,

Code of Federal Regulations, Part 73, " Physical Protection of Plants and Materials," your Security Plan, and license conditions pertaining to physical protection as described in the enclosed inspection report.

Within these areas, the inspectn consisted of selective examinations of procedures and records, interviews with facility personnel and observations by the inspector.

Within the scope of this inspection, no items of noncompliance were observed.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"

Part 2 Title 10, Code of Federal Regulations, documentation of the findings of your safeguards and security measures are exempt from public disclosure; therefore, the enclosed inspection report will not be placed in the Public Document Room.

Exit Interview The inspector met with licensee representatives '(denoted in paragraph 1)

at the conclusion of the inspection of June 11, 1980.

The inspector sumarized the scope and findings of the inspection, the licensee agreed to expeditious repair of the dead bolt lock on door SA (80-03-01).

3.

MC 81405B - Security Plan No items of noncompliance were noted. The inspection results were attained through:

a.

An onsite review of the physical security plan for the University of Washington Nuclear' Reactor (UWNR) which was dated June 8,1976, l

b.

Observation and confimation that the designated security areas within the UWNR as specified in their security plan

were:

(1) the reactor room, which contains the reactor and the process pit containing the primary coolant equipment, and l

the fuel storage area; (2) the reactor control room.

The inspector did not identify any measures which were different from those specified in the plan.

The results of the inspection were attained through:

0bservation of the ingress and egress of the staff and other individuals to the facility during the period of the inspection.

b.

Observation that access controls have been implemented as described in the secuiity plan to control access to the essential equipment, security areas, and the facility, c.

Interview of personnel and the UWNR that visitors are identified, authorized for access, and escorted at the facility.

A review of the visitor's register.

MC 81430B - Keys, Locks & Combinations No items of noncompliance were noted. The inspector examined the licensee's procedure and methods of control for keys and locks, and l

detemined they were in compliance with the physical security plan.

l A check of the locking hardware on the doors and padlocked areas (e.g. experimental ports of the reactor, crane and building access portals)

was accomplished, one deadbolt lock was found to have a failing deadlock mechanism; however, the locking action was functioning.

The licensee stated they would submit a prompt request for repair.

12. MC 814508 - Security Procram Review No items of noncompliance were identified.

The last review of the security programs was accomplished on March 5-14, 1979 by the UWNR Review Comittee. The licensee plans to review the security program again at some date prior to August 1980.

13. MC 81455B - Protection Aaainst Radioloaical Sabotace No items of noncompliance were identified. Protection against sabotage is of concern to the licensee and is primarily effected by the security consciousness of the UUNR personnel, campus police patrols, and adherence to established procedures and policies.

All means of access to the reactor core are controlled.
