Licensee Actions on Previous Inspection Findings a.

(Closed) Violation (50-373/85-03-04; 50-374/85-03-04; and 50-373/83-40-01):

Failure to perform gamma isotopic analyses on each milk sample as required by T/S Table 3.12.1-1 and failure to implement the radiological environmental monitoring program in accordance with T/S 4.12.1.

During this inspection the inspector confirmed, through review of the 1985 monthly reports for LaSalle, that the licensee is fully implementing the REMP in accordance with T/S Table 3.12.1-1 and analyzing samples at the required frequency in accordance with T/S 4.12.1.

This includes weekly analysis of milk samples from May to October 1985 and monthly analyses from November 1984 to April 1985.

Both gamma isotopic and I-131 analyses were performed on each sample.

This is consistent with the milk sampling and analysis program presented in the ODCM (Revision 11, November 1985).

In addition, the licensee is analyzing airborne I-131 charcoal adsorbers on a weekly basis as required by T/S Table 3.12.1-1.

Furthermore, the licensee placed six new thermoluminescent dosimeters (TLDs) in an inner ring around the LaSalle cooling lake, thereby having 43 TLDs in the field as required by T/S Table 3.12.1-1 (Amendment 18).

The licensee is also utilizing 0.5 pCi/1 for the maximum value for the lower limit of detection (LLD) for I-131 in all milk samples.

Uniquely specify TLD locations and TLDs by December 1, 1983.

In a letter dated May 21, 1985, the licensee presented a TLD numbering system to be used to number all TLD locations at all stations.

The numbering system is

This item is therefore considered closed.

Determine justification for lack of a complete inner TLD ring.

As discussed in Section 2.a, the licensee placed six new TLDs in the inner ring around the LaSalle cooling lake during the third quarter of 1985 and has started to collect gamma exposures at the new locations.

Issuance of r;

corrections to 1981 annual report.

Errata to correct errors in the 1981 report appeared in the 1982 annual report.

Errata for errors in the 1982, 1983, and 1984 annual reports were provided in letters from the licensee, dated April 17, 18, and July 31, 1985.

No further errors were found in the errata.

However, discrepancies in the reporting levels between the current Zion T/S Table 4.16-1 and the most recent Revision 11 to the ODCM, dated June 1985, continue to exist.

The reporting levels in Revision 11 are consistent with those in the NRC Standard Radiological Effluent Technical Specifications (RETS).

In June 1985 the licensee requested a T/S change to the REMP which includes changes to the reporting levels to eliminate the noted discrepancies.

This item will remain open, pending elimination of discrepancies between the various documents.

Management Controls and Organization Management controls and responsibilities for all the REMP at each nuclear station remains under the Emergency Planning Section of the Technical Services Nuclear Department in the Corporate office.

Responsibilities O

include administration of the contract with Teledyne Isotopes, Inc.,

maintenance of the stations' Offsite Dose Calculation Manuals (ODCM),

and oversight and review of the monthly and annual reports submitted by Teledyne.

The corporate Quality Assurance Department is responsible for audits of the REMP.

The inspector noted that the licensee has made a concerted effort to

resolve a number of REMP problems reiterated in a previous inspection by correcting errors in the annual reports through issuance of errata; by improving communications with the contractor, Teledyne, and by periodically meeting with the contractor and accompanying the contractor's sample collector on his tour of sample collection to assure proper sample collections are performed in accordance with regulatory requirements.

Furthermore, the licensee is currently attempting to assure consistency between the technical specification requirements, revisions to the ODCM, and the annual and monthly reports.

No violations or deviations were identified.

Status of the REMP The inspector reviewed the status of the REMP for Byron, LaSalle, Quad Cities, and Zion Nuclear Plants through comparisons of the respective T/S requirements, the most recent revisions of the ODCM, and review of monthly REMP reports from January through November 1985.

Each ra7 ort included the results of the annual milk and residence census.

The final annual report will include the results of the EPA interlaboratory cross check comparison, maps and tables giving distances and directions of sampling locations.

The inspector made the following observations regarding specific plants:

Byron i

Review of the monthly reports indicated no anomalies except for slightly elevated gross beta activities in the cooling water discharge which was identified prior to fuel load (March 1983)2, resulting primarily from naturally occurring potassium-40 from the water e

treatment process.

A licensee representative reported that a new revision, 11A, to the ODCM will be issued shortly which will include the actual program being performed at Byron.

The actual program is much more extensive than that required by T/S 3.12.1 and is a continuation of the preoperational program.

This includes Sr-89, Sr-90 analysis of air particulate filters, surface and cooling water, precipitation,

well water, cattle feed, grass and milk samples, and the addition of nuiVggfigure8.4-4,InjectionandWaterborneExposurePathwaySample Locations, in the ODCM.

No problems were noted in the current

The inspector noted, during review of the 1985 monthly reports, that the licensee performed the required REMP program, including gamma isotopic analysis of each weekly milk sample, exposing six new TLDs around the inner ring in the third quarter of 1985, and renumbered the TLDs to be consistent with the numbering system used for all CECO stations.

No anomalies or unusual trends in the 1985 results were observed.

The licensee has proposed a reduction in the existing preoperational program to the operational phase starting April 1, 1986.

The reduced nrogram is presented in Pcvision 11 to the ODCM (November 1MS).

The licensee is planning to discontinue all Sr-89 and Sr-90 analyses, gross beta analysis of offsite wellwater, surface water, fish and sediment samples, and collection of precipitation, cattlefeed and grass, certain onsite well, surface water, sediment, and vegetable samples.

The remaining program will still meet the regulatory l

requirements in T/S 3.12.1-1.

None of the environmental samples obtained to date during the operation of LaSalle has contained

,

s radioactivity attributable to the station's operation.

A licensee I

representative stated that the revised LaSalle REMP is considered a

standard operational phase REMP which will be used at all the licensee's operating stations.

No problems were observed in the current program.

Quad Cities Review of the 1985 monthly report identified no anomalous data results or trends.

All samples were accounted for.

No environmental impact from radioactivity attributable to plant operation has been discerned.

No problems were noted with this REMP.

Zion Inspector review of the 1985 REMP monthly reports identified no anomalous results or trends.

All samples were accounted for and appropriate reasons given for missing samples.

As noted in Section 2.d, the licensee submitted to the NRC in June 1985 a request for a T/S change for the RETS which should eliminate discrepancies in nonroutine reporting levels between the current T/S Table 4.16-1 and Revision 11 of the ODCM dated June 1985.

Furthermore, the inspector noted that Table 8.4-1 in Revision 11 4:

(June 1985) of the ODCM includes a description of the REMP which actually is not performed, namely, weekly gross beta analysis following filter change and biweekly I-131 analysis of radioactive canisters for 10 far field sampling locations.

The licensee's practice is to only analyze the onsite or near field filters and canisters and if any unusual results are obtained, would the far field samples be analyzed.

The licensee plans to correct Table 8.4-1 during the next revision of the ODCH.

In addition, in June 1985 the licensee renumbered nine TLDs to be consistent with the licensee's numbering system for all stations.

No other problems were noted.

No violations or deviations were identified.

5.

Exit Interview The inspector met with licensee representatives (Section 1) at the conclusion of the inspection on February 3, 1985 and discussed the scope and findings of the inspection.

The licensee acknowledged the need for tight management oversight of the REMP program and the contractor's performance to assure all discrepancies and inconsistencies

are eliminated in various documents and the REMP is fully implemented.

Additional discussion was held with a licensee representative on February 6, 1985, who agreed to revise Table 8.4-1.of Revision 11 of-the ODCM for Zion.

During the inspection, the inspector-discussed the likely informational.

content of the inspection report with regard to documents or processes reviewed by the inspector during the' inspection.

Licensee representatives did not identify any such documents / procedures as proprietary.
