Management Meeting NRC representatives expressed their concerns regarding the licensee's failure to follow procedures requiring replacement of an instrument calibration line cap which resulted in an open line penetrating the Oconee 1 reactor building and which degraded the initiation logic for Train A of the reactor building spray system. Other recent inspection findings at Oconee and at McGuire were also discussed. These findings pertained to failure of licensee controls in the areas of communication between plant station groups; the following of controlling procedures; and the accuracy and completeness of reportable occurrence reports. The DPC representatives acknowledged their understanding of the findings and proposed corrective actions to prevent recurrence.
