Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 Fitness for Duty for NRC Contractors Connecticut Yankee Atomic Power Company (CYAPC0) and Northeast Nuclear Energy Company (NNECO) have developed and implemented a "Fitness-for-Duty" program that is applied to those individuals obtaining unescorted access at the Haddam Neck Plant and Hillstone Unit Nos.1, 2, and 3, respectively. The program is based on industry guidelines and requires that fitness for duty be ensured for all individuals requesting unescorted access to the protected area.

In order to provide the Staff unfettered access to th: plants (see 10CFR50.70(b)(3)), NRC Staff employees have been exempt from our "Fitness-for-Duty" program requirements. Periodically, CYAPC0 and NNEC0 receive letters from Region I requesting unescorted access for certain NRC Staff contractor personnel acting as representatives for the NRC. CYAPC0 and NNEC0 hereby document our understanding that the NRC Staff is taking responsibility to certify the "fitness for duty" of contractor personnel representing the NRC. On that basis these individuals are exempt from our "Fitness-for-Duty" program requirements. This will allow CYAPC0 and NNEC0 to support the Staff written requests that these individuals be granted unfettered access to the protected area.
