Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos.1,2, and 3 Generic Letter 83-28, Item 2.2 On September 5, 1987(l), Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) responded to Staff requests for additional information on certain aspects of Generic Letter 83-28, Item 2.2. The responses provided by CYAPCO and NNECO addressed the vendor interface programs in place for the Haddam Neck Plant and Millstone Unit Nos.

1, 2, and 3, respectively. Subsequent telephone conversations with the Staff identified concerns with one of our responses, specifically the response concerning CYAPCO's and NNECO's lack of formal interface programs for specific, non-NSSS, components. The purpose of this letter is to respond to the Staff's concerns.

Although Northeast Utilities (NU) does not maintain formal interface programs with other-than-NSSS vendors, it is recognized that ongoing communications with suppliers of safety-related equipment for our nuclear power plants is  !

Prograrns such as the Service Information Letter / Turbine Information 1 Letter Program (General Electric) provide technical information relating to l maintenance and possible concerns with installed equipment. l The Northeast Electric Utility Battery Conference brings together virtually all nuclear battery suppliers and users for discussions of maintenance, testing, new technology, battery f ailure mechanisms, and regulations. NU personnel and the NRC staff attended the latest conference held in October,1987.

Plant personnel have attended diesel generator and gas turbine training seminars set safety up by vendors related motor of thisoperated equipment. An(MOVs),(2 valves ongoing )mterface such as with suppliers of Limitorque, is maintained by NU.

Westinghouse Nuclear Services Integration Division Technical Bulletins provide-information on a wide range of Westinghouse-provided equipment. Several of these bulletins have resulted in replacement of components'shown to have possible defects.

Northeast Utilities (NU) is working with EPRI and the University of Connecticut to verify the validity of Arrhenius techniques which simulate cable aging. Also, NU participates in the Combustion Engineering (CE)" Availability Data Program" (ADP), which provides information on topics relevant to the performance of equipment used in the CE NSSS.

l l NU believes the foregoing information demonstrates our concern with non-NSSS vendor interface and our involvement with technical developments regarding l

plant equipment. We believe the above information adequately addresses the Staff's concerns. Please contact us if you have any questions.
