Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 Inspection of Noryl Plastic Insulation in 4KV & 6.9 KV Meta! clad Switchgear In conformance with applicable requirements of 10CFR21, Northeast Nuclear Energy Company (NNECO) provided a report of a Substantial Safety Hazard concerning Noryl plastic insulation deterioration on bus bars in certain metalclad switchgear at Millstone Unit No. 2 (Reference 1). It was also indicated that similar switchgear is installed at Millstone Unit No. 3 and that NNECO intends to inspect such switchgear used in safety related circuits and make any necessary repairs in the next maintenance outage for Millstone Unit No. 3. The Millstone Unit No. 3 switchgear has been energized for a short period of time (approximately 3-4 years) and all the insulation was dry-wiped before being energized. The upcoming March 1987 outage is of insufficient duration to complete the inspection in light of the workscope already planned. We anticipate accomplishing this task during the first refueling outage currently scheduled to begin in November,1987.
