This letter supplements our Reference (1) submittal concerning implementation of our Read and Sign training program for NRC inspectors. Specifically, it has come to our attention through NRC use of the program that the program may be improved by expanding its application to NRC employees with 'L' security clearances. Previously, it had only been applied to individuahwith 'Q' clearances.

Through discussions with Messrs. P. Swetland hnd E. Conner of the NRC, it is our h

understanding that the only difference between an 'L' and a 'Q' security clearance that is relevant to the Read and Sign program is that an 'L' clearance requires a less stringent background investigation. However, the background investigation required for an 'L' clearance exceeds that required for licensee personnel that have unescorted access to nuclear facilities. NRC administered training for individuals with 'L' and 'Q' clearances is identical.

It is also our understanding that there presently are no NRC security clearances other than 'L' and 'Q' to which the Read and Sign program should be applied.

However, we would appreciate being advised of any information to the contrary.
