Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos.1, 2, and 3 NRC Bulletin 87-02. Sucolement 1 In a letter dated April 22, 1988(I) the Staff forwarded Bulletin 87-02, Supplement 1. This bulletin required that licensees provide the Staff with additional information on fasteners used in nuclear power plants in addition to that information already provided in response to the original Bulletin 87-02. The information required by the supplement to Bulletin 87-02 consists of suppliers and manufacturers from whom both safety-related and nonsafety-related fasteners were obtained in the past ten years, and the material specifications for those fasteners.

Preliminary investigations into the availability of the requested information have shown assembling these lists of information to be a monumental task. We estimate that in excess of three man-years would be required to respond to a literal reading of the bulletin requirement for the four nuclear units in the NU system. In particular, lists of suppliers of nonsafety-related fasteners and material specifications for all fasteners is information not readily retrievable. In an effort to be completely responsive to the intent of the bulletin request, Connecticut Yankee Atomic Power Company and Northeast Nuclear Energy Company have contacted the Staff for clarification of what constitutes an acceptable response under these circumstances. This discussion resulted in a mutually agreeable goal of providing a list of safety-related (1) C. E. We do not plan to request an extension to the due date for the bulletin response as we believe it is feasible to gather this information and prepare a submittal in the requested time. However, to honor the request for a listing i of all nonsafety-related suppliers and All material specifications would consume an amount of man-hours and effort that is not justified by our expec-tations of the value of the information being provided.

Based upon our discussions with the Staff on May 4,1988, we understand that the above approach is considered to be acceptable to the NRC.
