Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. 1, 2, and 3 NRC Bulletin 88-03 Inadequate Latch Engagement in HFA-Type Latching Relays Manufactured by General Electric (GE) Company On March 10, 1988, the NRC Staff issued Bulletin 88-03'*'

requesting all licensees to determine whether or not GE HFA-type latching relays were installed in their nuclear power plants.

The Bulletin required inspection of these relays to detarmine if the latching mechanism was defective or inadequate.

The purpose of this letter is to inform the NRC that all four plants operated by Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) use G8 HFA-type latching relays. As requested by NRC Bulletin 88-03, our plants will complete appropriate actions prior to restart from the next set of refueling outages. Each of the four plants will conduct its next refueling outage in 1989, and we currently expect the following sequence:

Millstone Unit No. 2 February - March 1989 Millstone Unit No. 1 April - June 1989 Millstone Unit No. 3 June - July 1989 Haddam Neck Plant August - September 1989 j Commensurate with final outage schedules, a confirmation letter will be submitted to the staff within 30 days of completion of the requested inspections.
