Licensee Event Report LTmerick Generating Station - Units 1 and 2 This LER reports an event which resulted in a condition prohibited by Technical Specifications (TS) where the 'A' Loop of the Emergency Service Water system was inoperable and the required TS actions were not taken in the required time. Additionally, this event resulted in several safety systems being in a condition that alone could have prevented them from performing their safety functions. This event was caused by an equipment failure and personnel errors >

associated with a Surveillance Test procedure.
