Dear Mr. Miller:

Enclosed is a copy of the fimal report for the November 17,1998, plume exposure pathway exercise of the offsite radiological emergency response plans site-specific for the Peach Bottom Atomic Power Station (PBAPS). This report addresses the evaluation of the plans and preparedness for the 10-mile Emergency Planning Zone. The

, Commonwealth of Pennsylvania and its risk counties (Chester, Lancaster, and York) were granted an exception and did not participate in this exercise; however, five risk municipalities in the Commonwealth of Pennsylvania, the State of Maryland; and the risk i counties of Cecil and Harford participated. The final exercise report was prepared by the i Federal Emergency Management Agency (FEMA), Region III staff. A copy of the report  !

has been provided to the Commonwealth of Pennsylvania and State of Maryland.

One Deficiency and 27 Areas Requiring Corrective Action (ARCA) were identified during this exercise. FEMA Region III staff will coordinate with the Commonwealth of )

Pennsylvania and the State of Maryland to correct the ARCAs on or before the next l biennial exercise. '

Based on the results of the 1998 PBAPS exercises, FEMA finds that the offsite radiological emergency response plans and preparedness for the Commonwealth of Pennsylvania and the State of Maryland and the affected localjurisdictions are adequate to protect the public health and safety in the event of a radiological emergency at the site.
