Inspection. Summary-

Inspection Conducted April' 2-6, 1989 (Report 50-458/89-15)

Areas Inspected: Routine, unannounced inspection of the licensee's physical

security program. The areas inspected within the physical security program

included management support, security program plans, and audits; protected and

vital area access control of personnel; alarm stations and communications;

testing, maintenance, and compensatory measures; and security training and
qualifications.

Results: Within the areas inspected, one violation and no deviations were

identified. l

The NRC inspection effort focused primarily on the licensee's independent

audit of the security program. The licensee conducted a comprehensive special

audit.of the entire security program and as a result made major organizational,

personnel, and policy changes relative to the management of the security

program. The previous audit process was called into question and revisions to

the method and scope for the conduct of future audits are under consideration' .
