Inservice Testing (IST) Program - Pumps and Valves (73756)

The objectives of this inspection were to evaluate the implementation of

the RBS IST program for safety-related pumps and valves, and to assess.the

'

adequacy of the testing performed with respect to the licensee's l

commitments and the requirements of Section XI.of the ASME Code.

_I_ST Program Overview

_

The NRC inspector ascertained from review of the IST. program plan that the RBS.IST program is subject to the requirements of 10 CFR Part 50.55a(g) and the ASME Boiler and Pressure Vessel Code,Section XI.

Subsections IWP and IWV, 1980 Edition through Winter 1981 Addenda.

The licensee's first 10-year interval-(1986-1996) IST program submittal received NRC interim approval on August 31i 1987.

.A working meeting was held on December 15-16, 1987, with the licensee.

NRC,.and EG&G personnel attending, to discuss outstanding issues.

The results of these discussions have.been. incorporated in the licensee's current Revision 5 to the IST. program plan,' dated March 22, 1988.

Test Procedures and Test Results During the inspection, the NRC inspector made a random selection of

completed IST operational performance test procedures in order to verify that procedures contained reference values and other pertinent attributes prescribed by guidelines of the Section XI Code, IWV-3000.

requirements and acceptance. criteria, and addressed precautions and limitations, independent verifications to be performed, and specific corrective actions when required.

IST Personnel Qualifications and Training -

During the inspection, the NRC: inspector reviewed GSU.

I Procedure TSP-0001, " Field Engineering, Training and' Qualifications,"

applicable to field engineering test personnel performing tests'on ASME Section XI pumps and valves. The prescribed requirements for test personnel appeared to meet the requirements of ANSI N18.7/ANS 3.2 and ANSI /ANS 3.1.
