Areas Inspected: Routine, unannounced inspection of the licensee's physical security program. The areas inspected within the physical security program included management support, security program plans, and audits; protected and vital area (VA) access control of personnel; alarm stations and communications; testing, maintenance, and compensatory measures; and security personnel training and qualifications.
Results: Within the areas inspected, one apparent violation (see paragraph 4.b), one unresolved item (see paragraph 4.c), and no deviations were identified.

As evidenced by the apparent violation involving an inadequate compensatory measure arising from security officer inattentiveness, the licensee needs to strengthen-its effort to establish measures to improve personnel pe,rformance.
An unresolved item that was identified relates to the adequacy of the security officer firearms qualification certification process. Specifically, the inspector could not ascertain from records which security officer firing
